WICOMICO SHERIFF POLICE BEAT You can’t keep a good drug dealer down; Robert Lowe nabbed 2nd time in 2018 for drug distribution

SALISBURY, MD. – Some drug dealers just don’t quit and when they go thru the revolving door of the District Court Commissioners office, usually with a free lawyer from the Public Defender’s Office in tow, it’s hi-ho, hi-ho – back to work he go.

According to Wicomico County Sheriff Mike Lewis, alleged drug dealer Robert Frederick Lowe has been busted again for operating his crack cocaine distribution center across the street from an elementary school.

Police say that on March 20, 2018, members of the Wicomico County Sheriff’s Office Community Action Team (CAT) culminated an investigation into Robert Frederick Lowe, 36, of 31578 Old Ocean City Road, Salisbury, Md., for the distribution of narcotics.

According to Sheriff Lewis, the investigation revealed Lowe was allegedly distributing narcotics throughout Wicomico County.

Deputies obtained a search warrant for Lowe and observed him in a vehicle in the area of Parker Road and Old Ocean City Road Salisbury, MD. Deputies attempted to execute the search warrant on Lowe, when he fled, on foot from Deputies.

After a brief struggle in the intersection, Lowe was taken into custody. Deputies recovered crack cocaine from the vehicle, in an amount that would indicate the attempt to distribute the same. Deputies obtained and executed a search and seizure warrant at Lowe’s residence, which was located in the 31000 block of Old Ocean City Road, Salisbury, MD.

This residence was located within a 1000 feet of Beaver Run Elementary School.

During the search of the residence, Deputies located (95) Suboxone strips, a controlled dangerous substance. Lowe does not have a prescription for Suboxone prescription. Deputies also located packaging material used for the distribution of controlled dangerous substances, as well as a digital scale and other evidence of distribution.

The Maryland State Police Gang Enforcement Unit (GEU) assisted the Community Action Team with the execution of the search warrant on Lowe’s residence.

This is the second time in less than (45) days that the Community Action Team has arrested Lowe for possession with the intent to distribute narcotics.

In February 2018 the Community Action Team arrested Lowe, at which time Lowe also attempted to flee during that traffic stop. Lowe was released in that case on $55,000 bond. Once released in that case, Lowe continued to engage in criminal activity regarding the distribution of narcotics. Lowe is currently being held at the Wicomico County Detention Center without bond, pending a bond review.

Charges: Resist Arrest, Failure to Obey a Lawful Order, Distribution of narcotics, Poss. With Intent to Distribute Narcotics, Poss. With Intent to Distribute a controlled dangerous substance within 1000 feet of a school zone and other related charges.

Lowe faces a preliminary hearing on April 19, 2018, in Wicomico District Court.
  • On Feb. 16, 2018, Lowe was charged with multiple counts of drug distribution by Wicomico Sheriff’s Deputy T. Bennett and released on $55,000 bond on Feb. 20, 2018.
  • Lowe was found guilty of drug distribution and possession with the intent to distribute a large amount of drugs on April 11, 2007, and sentenced to 20 years in prison with credit for time served of 184 days.
  • Lowe entered a guilty plea to fleeing and eluding a police officer on June 7, 2005, in Wicomico Circuit Court and got a year in jail with nine months suspended. Other charges were dropped as part of the plea deal with the Wicomico States Attorney.
