MURDER USA Kevin Parker nabbed in Delaware after allegedly killing drug dealer Howard Lanman in midnight dark deed in Ober Park

 

Ober Park was the scene of the murder in Greensboro Md. With drug activity in the area of the park at night, town officials should check each morning for discarded syringes. 

GREENSBORO, MD – The answer to what a man was doing in Ober Park in the Town of Greensboro, Md., when he was stabbed to death can likely be told through his criminal record. It’s a cinch that Howard Lanman III wasn’t preparing for an Easter Egg Hunt. It is far more likely that Lanman was involved with a drug deal, an activity that has occupied most of his time in recent years when he wasn’t behind bars.

After the Maryland State Police set off a “Yellow Alert” on major highways and interstates in Maryland as they sought the fleeing suspect, investigators from the Maryland State Apprehension Team arrested him in Delaware on March 29, 2018. This was the second time in 2018 that Parker was a fugitive in Maryland and was located in Delaware.

The victim is identified as Howard Lanman III, 26, of Greensboro, Maryland. Lanman was pronounced deceased at the scene of the murder.

The suspect is identified as Kevin Russell Parker Jr., 25, of 422 West Sunset Avenue in Greensboro, Maryland. Parker is charged with first and second-degree murder.  He was arrested at a residence in Delaware shortly after 8:30 a.m. on March 29, 2018. Parker was extradited to Maryland and now is being held without bond in the Caroline County Jail.

At 12:30 a.m. on March 29, 2018, the Maryland State Police report that the Homicide Unit responded to 422 West Sunset Avenue in Greensboro.

An officer from the Greensboro Police Department was first to respond to the scene and found the victim, later identified as Lanman, lying in the street with an obvious stab wound.  Police administered life-saving efforts until EMS arrived. Lanman was pronounced deceased at the scene by emergency medical service personnel.

Police believe Parker fled the scene in a gray 2015 Kia Optima, which was reportedly stolen from the deceased victim. The vehicle was last seen leaving the area of his residence at 422 West Sunset Street in Greensboro, traveling towards Denton, Maryland.

Investigators worked to locate the stolen gray 2015 Kia Optima, Maryland tag 4BR7760 and tracked it to Parker’s location in Delaware.

Police ask for anyone with information regarding the stolen vehicle or this investigation to contact Easton Barrack at 410-822-3101. Callers may remain confidential.

Crime scene technicians from the Maryland State Police Forensic Sciences Division processed the scene for evidence. Assistance is being provided by the Caroline County Drug Task Force, the Greensboro Police Department, Caroline County Sheriff’s Office, the Goldsboro Volunteer Fire Department and the Delaware State Police.  State police investigators from the Criminal Enforcement Division, Upper Shore Region, also responded to assist with the investigation as it continues.

Lanman was charged by Caroline County Sheriff Deputy Eric Peterson with the distribution of drugs near a school, possession with the intent to distribute narcotics and possession of drugs other than marijuana for events that took place on June 6, 2016.  In a plea deal with the Caroline County States Attorney Joseph Riley on Nov. 2, 2016, Lanman entered a guilty plea to possession of narcotics and all the other charges were dropped. THE DEAL: Lanman was sentenced to four years in prison, however as evidenced by his body found dead of stab wounds in the street next to the town park on March 29, 2018, it is apparent that he didn’t serve all of the four-year term.

Court records show that Lanman violated his probation on March 16, 2018, and a bench warrant was issued the next day.

Lanman’s career as a violent criminal included an arrest for conspiracy for robbery, armed robbery, reckless endangerment, and theft following his arrest by Caroline County deputies on Oct. 4, 2013. In a plea deal with the Delaware State Police.  State police on Dec. 13, 2013, Lanman entered a guilty plea to second-degree assault and all other charges were dropped. THE DEAL: Five years in prison was the sentence with all of the time suspended except for 18 months, which allowed Lanman to avoid prison and serve his time in the Caroline County Jail.  Lanman violated his probation for the last time prior to his murder and his next Probation Officer will be on fire and in the details and conditions.

Parker waived an attorney at an initial appearance, according to court records. A preliminary hearing is set for April 27, 2018.

Parker was charged with multiple counts of theft, burglary, conspiracy and felony theft in Caroline County Circuit Court where on Dec. 7, 2016, he entered into a plea deal with Caroline County States Attorney Joseph Riley. THE DEAL: Parker was sentenced to 18 months in jail with all the jail time suspended and ordered to be on probation.
