Three Inmates Charged as Adults in Assault of Juvie Hall Riot

SABILLASVILLE, MD — Maryland State Police report that criminal investigators have charged eight inmates in connection with the disturbance and assaults on staff on April 9, 2018,  at a state juvenile jail facility in Frederick County.

After consultation with the Frederick County State’s Attorney’s Office, troopers charged three of the suspects as adults.  One suspect is identified as Diego Demitri Glay, 19, (DOB 02/28/99) who is charged with first-degree escape, second-degree assault, riot, malicious destruction of property under $1,000 and theft under $100.

This isn’t the first rodeo for Glay, who was convicted in Frederick County District Court after being charged on April 19, 2017, with possession of a concealed deadly weapon. In a plea deal with the Frederick County States Attorney, he was given a verdict of Probation Before Judgement and since he was already behind bars at the facility which houses the most dangerous juvenile violent offenders in Maryland, he was kept there. The facility is listed as his home address, but a new conviction may see him graduate to the Maryland Prison System where he can earn a masters degree in Fracas and Mayhem.

The other two charged by Maryland State Trooper Deater as adults are identified as Daniel Ennos, 17, and Bernard Moore, 17.  Both are charged with 10 counts of first-degree assault, second-degree assault, first-degree escape, riot, malicious destruction of property under $1,000, and theft under $100.

In addition to the three suspects charged as adults, another five suspects were charged as juveniles.  They are charged with riot, second-degree assault, first-degree escape, malicious destruction of property under $1,000 and theft under $100.  All individuals charged remain in the custody of the Maryland Department of Juvenile Services.

Initial information from the investigation indicates that at about 11:30 a.m. April 8, 2018, Maryland State Police Frederick Barrack troopers and deputies from the Frederick County Sheriff’s Office responded to a call for a disturbance at the Victor Cullen Center, in the 6000-block of Cullen Drive, Sabillasville, Md.  Police established a perimeter around the center and additional assistance was requested from the Maryland State Police Mobile Field Force, the STATE Team, and Criminal Enforcement Division.

Using a staff radio, a deputy trained as a negotiator communicated with the juveniles.  Ultimately, eight juveniles were arrested without further incident.

The investigation indicates the incident began yesterday morning when two juveniles became involved in a fight.  That led to other juveniles engaging in physical altercations with staff members.  Juveniles obtained keys and radios from staff members during the assaults.  Although juveniles were able to exit areas where they were housed and access the facility grounds, none escaped from the Victor Cullen Center.

During the incident, juveniles assaulted eight staff members.  Three were transported to area hospitals for treatment of injuries.

Juveniles also kicked out a window, kicked in an office trailer door and broke a trailer window.  In addition to the theft of keys and radios from staff, juveniles stole candy from the trailer they broke into.

Investigators believe further charges may be filed.  They will continue to work with the Frederick County State’s Attorney’s Office and the Maryland Department of Juvenile Services in the ongoing investigation.

Inmates go wild at a reform school for teen thugs; attacked and injure eight staff members

FREDERICK, MD. – (SABILLASVILLE, MD) — Maryland state troopers and sheriff’s deputies responded at about 11:30 a.m. on April 8, 2018, to a Maryland Department of Juvenile Services facility in Frederick County for a disturbance.  Teen inmates at the Victor Cullen Center reportedly assaulted staff and destroyed property.

Troopers and deputies established a perimeter at the facility.  A Frederick County deputy trained as a negotiator spoke with the juveniles thought to be leading the disturbance via a radio.

Seven juveniles surrendered to police. 

Troopers and deputies entered the facility and took the eighth juvenile into custody without incident.

Three staff members at the center were transported to area hospitals for treatment of injuries sustained when they were assaulted by the rioting teen thugs, many of whom are violent offenders from Baltimore City.  Several others were apparently injured but refused treatment.

There was no physical confrontation between police and juveniles.

Maryland state troopers and Frederick County deputies remain on the scene.  Maryland State Police criminal investigators have responded to conduct a criminal investigation.  Charges are pending and if the rioting inmates are convicted of assault and destruction of property, they would be sentenced by the juvenile court to the facility that they tried to rip apart.
