ROCKVILLE, MD. – Anyone who believes that the Metro system is under constant surveillance to prevent crime and capture criminals might want to go out and buy some personal protection pepper spray.

Metro Transit Police have obtained an arrest warrant for Orin Gill, 25, of 8106 Georgia Ave., Silver Spring, Md., on a charge of 2nd-degree rape in connection with an incident that occurred on the Red Line on March 31.

Metro Police say that the victim, an adult female, reported to police that she entered the system at Rockville when she was approached by the suspect who sat next to her and began to engage her in conversation.

While aboard the train, the suspect allegedly forced the victim to engage in various sexual acts. The victim and suspect exited the train at Medical Center and returned on a Red Line train in the opposite direction, exiting the Metro system at Shady Grove Station. The incident allegedly occurred between the hours of 10:30 and 11 p.m.

Upon arrival at Shady Grove Station, the suspect was stopped by Montgomery County Police and arrested by Metro Transit Police on misdemeanor charges of 2nd-degree assault, 4th-degree sex offense, indecent exposure, and false imprisonment, as well as an open warrant in an unrelated case.

The suspect remains in custody, and there is no ongoing threat to the public at large.

The victim was transported to a local hospital for a forensic exam.

In addition, Metro Transit Police reviewed and preserved video evidence from multiple locations to advance the investigation.

The tapes were not of much value in triggering the alarm of the extended assault at the time it was taking place.

Based a review of available evidence, on April 3, a charge of 2nd-degree rape was added by the Montgomery County Commissioner’s Office.

As of April 10, 2018, the suspect remains in custody on the original misdemeanor charges, and the April 3 warrant has not yet been served.
