Maryland State Police Beat: Trooper German sidelines drug dealer/armed robber Nathan Proctor’s PCP wild ride on Berry Road

DUI and Resisting Arrest are new charges while armed robber awaits sentencing for the heist of White Plains Dash-In store in 2017

WALDORF, MD. — When a drugged driver can’t maintain his Deville in one lane of a highway, it’s a real tipoff to a law officer that impairment has once again endangered all those on the road. When caught and being arrested, Nathan Proctor tried to gin up a crowd to come to his rescue and help him fight the cops. Proctor might have decided to avoid the use of drugs as doing so can cut into the profits of the business he utilizes to make a living.

Maryland State Police La Plata Barrack reports that on April 11, 2018, at 10 o’clock in the morning, Tpr. Lyle German was on patrol in his unmarked Maryland State Police patrol vehicle, on MD Route 228 in the area of Bunker Hill Road, Waldorf, Maryland when Tpr. German observed a blue Cadillac Deville with a registration violation.

Police say that while following behind the Cadillac, the driver of the Cadillac crossed over the yellow fog line (edge line) and entered into the grass median, before swerving back into the fast lane.

The Cadillac then traveled across the fast lane, crossing into the slow lane. Due to the multiple violations, Tpr. German activated his emergency equipment to conduct a traffic stop.

The Cadillac turned onto Bunker Hill Road and continued for approximately a half mile before turning into a residential driveway.

Tpr. German made contact with the operator, identified as Nathan Ellsworth Proctor Jr., 34, of 7276 Carroll Drive, Bryan’s Road, Maryland.

Police say that when making contact with Proctor, Tpr. German noticed signs of impairment.

Once Proctor lowered the window and Tpr. German smelled the chemical odor associated with Phencyclidine (PCP). Tpr. German observed additional signs of impairment with Proctor and requested he exit the vehicle for Standardized Field Sobriety Testing.

The sobriety tests revealed Proctor was unable to operate a vehicle safely, and with assistance from additional Troopers already on scene, Tpr. German told Proctor he was under arrest for Driving Under the Influence of CDS and instructed Proctor to turn around and place his hand behind him.

Proctor pulled away from troopers, yelling for citizens to come help him, and attempted to rip the windshield wiper from the vehicle to use as a weapon. Proctor was quickly arrested and placed into custody without injury.

Proctor was transported to the MSP La Plata Barrack for processing. While at the Barrack, Proctor complained of chest pains and difficulty breathing. Emergency Medical Services responded, and transported Proctor to the University of Maryland Charles Regional Medical Center for treatment, while under observation of Troopers.

During this time, Tpr. German applied for and was issued, a warrant against Proctor for the criminal charges.

At approximately 6 pm, Proctor was released from UMCRMC, and transported to Charles County Detention Center to see a commissioner.

Proctor was charged with Resisting Arrest, and multiple traffic charges including DUI, DWI, Driving on Highway on Suspended License, Driving Unregistered Motor Vehicle, and Driving Uninsured Motor Vehicle.

Proctor was released on a bond of no dollars on April 12, 2018, by a District Court Commissioner.

Proctor was indicted by the Charles County Grand Jury on Feb. 23, 2018, for theft between $10,000 and $100,000. In the case pending in Circuit Court for Charles County, Proctor, avoiding a free public defender, is represented by attorney Derrick G. Hamlin of Baltimore. He was released on a bond $75,000 on March 5, 2018.

PROCTOR ONE OF GANG CHARGED IN ARMED ROBBERY OF DASH-IN

WHITE PLAINS, MD. – On April 18, 2017, at approximately 5:07 a.m., four masked men entered the Dash-In in White Plains and demanded money from the clerk. After obtaining the cash register, one of the suspects fired two shots from a shotgun, striking the ceiling and a display case.

The suspects fled in a minivan, which was found a short time later on fire. During the course of the investigation, detectives identified and arrested all four suspects. Nathan Ellsworth Proctor, 34, of Bryans Road; Corey Kelton, 25, of Marbury; Anthony Walls, 23, of Indian Head; and Tyrel Adams, 20, of Indian Head, were charged with armed robbery, first-degree assault, second-degree assault and other related charges. Kelton pleaded guilty in November of 2017; Adams was found guilty of armed robbery in February. Walls has pleaded guilty to fourteen counts while Proctor had decided to gamble on a trial.

IS 100 YEARS ENOUGH FOR THIS BOZO CONVICTED OF ARMED ROBBERY?

Tony Covington, State’s Attorney for Charles County announced that on Wednesday, February 14, 2018, a Charles County jury convicted Tyrel Javonte Adams, 21 of Indian Head, of Armed Robbery and related charges.

On April 18, 2017, officers responded to the Dash In in White Plains for the report of an Armed Robbery.

An initial investigation revealed that four masked suspects wearing blue gloves, one brandishing a shotgun, entered the Dash In and robbed the store of cigarettes and money before fleeing in a 2000 Dodge Caravan. While leaving, the gunman shot a display case as well as the ceiling of the store.

At the time of the robbery, the store was occupied by a clerk and one customer of the store. The same day, the caravan used to flee the robbery was discovered on fire. Blue gloves were also discovered near the vehicle.

A further investigation identified the suspects as Adams and three other co-defendants. Adams’ role in the robbery was confirmed by one of his co-defendant’s testimony, as well as evidence discovered during the investigation that corroborated with the co-defendant’s account of the robbery, including surveillance video and DNA found on the gloves recovered.

A sentencing date has been set for April 25, 2018. Adams faces over 100 years of incarceration.

Proctor entered an Alford plea to armed robbery and use of a firearm in a violent crime. The plea will send him to jail and in which he acknowledges that the prosecution has enough evidence to convict him and send his derriere to the slammer for a long time. A sentencing date awaits him after he entered the plea on March 9, 2018.  Fourteen other counts charged against Proctor had not guilty pleas entered. A Jury trial had been set for June 11, 2018, and is now canceled while a pre-sentence investigation will look up things like his latest arrest.

According to the Charles County Sheriff’s Department, a call to the Charles County Crime Solvers tip line led Charles County Sheriff’s officers to the arrest of two fugitives wanted in connection with multiple violations.

On November 19, 2010, at 3:20 p.m. Charles County Sheriff’s Officers located Nathan Ellsworth Proctor, 27, of Indian Head, after developing information that Proctor would be in the area of Bunker Hill Road. Officers set up surveillance and observed Proctor get into an SUV.

Officers arrested Proctor and recovered a small bag of suspected marijuana. Proctor’s girlfriend, Tiffany Marie Wedding, 25, of Indian Head, who was in the vehicle, was arrested and charged with harboring a fugitive.

Another passenger in the SUV, Sean Hawkins, 36, of no fixed address, was arrested after a computer check revealed he had four outstanding warrants including child support violations. Upon arrest, Hawkins was found to be in possession of a handgun. Officers assigned to Patrol, the Warrant Squad, K-9, and CID made the arrests.
