BLADENSBURG, MD. – This guy makes the animals of MS-13 look like, well, animals – his fellow animals. Between attempting to choke the life out of a small child who was on her way to school, robbing her and kidnapping her, this champion dirtbag took a minute to take a leak on her school building as the PG Police arrived to answer a call for a suspicious person lingering at the school. As a result, the two officers joined the heroes of the school staff who saved her when they came to the child’s rescue.
Why was this bum available to harm, molest and try to murder this child? Because of the Banana Republic of the District of Columbia Judicial system. Read on to learn more about these legal dimwits.
An ideologue Judge who is guarded closely at her workplace and parks her car in a secure garage at the District Courthouse, and has police available to guard her home; along with the cooperation of a feckless assistant United States Attorney allowed a violent offender to walk away free as a bird just four days before he attacked the child on June 4, 2018, as she walked to school in Bladensburg, Md.
The man who grabbed, choked and robbed an eight-year-old girl as she walked to school Monday morning was taken into custody moments after the assault.
Two Prince George’s County Police officers driving separately into work on Monday morning each heard the radio call for a suspicious man outside of a school and the school was on lockdown. Both officers redirected their cars and raced in the direction of the school. First, once on the scene, they quickly located the suspect who was standing outside of the school where he had just urinated on the building. The officers approached him and placed him in handcuffs. The suspect is Lamar Randolph Samuel, 34, of 1360 Congress Street, #2, Southeast Washington.
On June 4, 2018, at approximately 7:50 am, PG Police report that the victim was walking to school in the 4900 block of Annapolis Road. The investigation reveals Samuel allegedly approached the girl, choked her and then grabbed her cell phone. He then carried the victim in a chokehold across the street where he was confronted by school staff. The suspect lets go of the girl, and staff members got her to safety. The school was immediately placed on lockdown. Thankfully, the victim’s injuries were not serious, reported police.
Through the course of their investigation, PG Police say that detectives later learned that twenty minutes before this attack, Samuel matched the description of a man who groped a woman on a Metrobus in Bladensburg. Metro Transit Police detectives had shared surveillance photos of the unknown suspect with the public and local law enforcement in their effort to identify and locate him. When Samuel was positively identified, MTPD detectives obtained an arrest warrant, and Samuel was served.
Prince George’s County Police Chief Hank Stawinski and Metro Transit Police Chief Ron Pavlik both thanked the quick-acting officers and diligent detectives for their collaborative efforts in getting a dangerous person off of the streets so quickly.
In connection with the assault on the young girl, Samuel is charged with attempted first-degree murder, second-degree assault, indecent exposure and robbery among other charges. He’s in custody of the Prince George’s County Department of Corrections on a no-bond status.

Samuel will appear in PG County District Court for a preliminary hearing on July 3, 2018.
SAMUEL HAS DOZENS OF ARRESTS ON HIS RAP SHEET WITH MORE THAN ONE DOZEN FOR DOMESTIC VIOLENCE
The most recent arrest in The District of Columbia took place on March 9, 2018, on a charge of domestic violence. Samuel entered a guilty plea, and he was sentenced to 180 days in jail with all of the jail time suspended. In spite of a years of violating previous periods of probation and instead of chaining Samuel to a steel bar implanted in the middle of the Beltway just prior to rush hour, he was allowed probation with the condition he stay away from his victim, undergo drug and alcohol testing pay a fine into the Crime Victim’s Compensation fund by Dec. 1, 2018.
What do the idiot prosecutors and Judge think is going to happen to this payment, given his long criminal record? But liberal yahoos who enact such laws and rules feel good with important accomplishments such as expecting criminals to pay into funds for their victims. The silly judge, in this case, was listed in court records as Judge Fern Saddler.
It took but three weeks for Samuel to violate the terms of his probation as he didn’t show up for his drug testing, didn’t show up for his mental health counseling and was off his meds. Big surprise. By May 14, 2018, Samuel landed back in the DC Jail, where his fellow dirtbags likely threw him a big party. Assistant United States Attorney William Woodruff was on hand to protect the interests of the Government and protect the public from this dangerous criminal. Jesse Winograd was the attorney for Samuel, and Judge Heidi M. Pasichow presided.
On May 30, 2018, just four days before Samuel attacked and choked the 8-year-old victim, kidnapped her and stole her cell phone, the illustrious and brain-dead Judge Heidi M. Pasichow ordered that Samuel is placed on probation and handed over to the Mental Health Community Court. Judge Pasichow released Samuel from jail and agreeing to the decision was Assistant United States Attorney Roger Kemp – who is the Third District Community Prosecutor – and responsible for protecting the public from Samuel.
Judge Pasichow was appointed to the Superior Court of the District of Columbia and sworn in on August 25, 2008. In 1988, Pasichow was appointed as an Assistant United States Attorney in the Office of the United States Attorney for the District of Columbia where she worked until her appointment as a Judge by President George W. Bush. On December 5, 2006, President George W. Bush nominated Heidi M. Pasichow to be an Associate Judge of the Superior Court of the District of Columbia. The Senate confirmed the nomination on August 1, 2008, proving that the Majority Leader of the Senate can take forever to act on the nomination of a Judge by a GOP president even when the nominee is a woman.

During her distinguished career in the United States Attorney’s Office, Judge Pasichow coordinated law enforcement efforts in hundreds of death and homicide investigations, conducted or supervised hundreds of grand jury investigations and grand jury presentations of violent crimes and homicides, resolved hundreds of these cases pre-trial and brought more than 60 cases to jury trial. She personally handled some of the most serious homicide prosecutions brought in Superior Court: the unprecedented application of the felony murder statute to a vehicular fatality that left a four-year-old child dead at a bus stop, the shooting rampage at a public food market brought on by a turf war that ended with eight victims and one fatality, and the violent rape and stabbing murder of an elderly woman by her eighteen-year-old neighbor.
Judge Pasichow let a 17-year-old who brought a handgun into an apartment where a 7-year-old boy found the gun and shot and killed his sister, Dalis Cox, off easy in a 2015 case in Superior Court of DC. The teen was given a year’s probation for bringing the gun to the apartment when he pleaded guilty to second-degree cruelty to children and possession of an unregistered firearm.

On Oct. 8, 2015, Samuel was charged with sex abuse in the case of the United States vs. Lamar Samuel in the District of Columbia. His attorney was listed as James King with a trial set before Judge Renee Raymond. Joseph Wong was appointed as an attorney for Samuel by the court. As court records in DC and Maryland indicate that Samuel has never worked at any job, the hysterical court records of DC show that “work release” was ordered by the court on Oct. 30, 2015. On Nov. 9, 2015, King replaced Wong as the attorney for Samuel.
When Samuel was supposed to appear in court on Nov. 24, 2015, court records reflect that he was not brought over from the DC Jail as his attorney was stuck in another trial before another judge. Assistant United States Attorneys Ebony Branch and Molly Gaston were in court on behalf of the Government. By the next day, court records show that Samuel had been arrested on other charges and was being held, apparently triggering the bright idea among the feckless prosecutors to arrange a “global plea offer”.
On Dec. 1, 2015, Samuel was being held without bond after racking up even more arrests with Assistant US Attorney Wolfe present in the courtroom with Judge Patricia Wynn presiding.
The trial was continued to Dec. 8, 2015, with court records stating that the attorneys on both sides requested another week to “allow for additional time for plea negotiations” and yet another Assistant United States attorney, Brian Fitzsimons, was present on behalf of the government with Judge Susan R. Winfield presiding.
Finally, on Jan. 28, 2016, a plea deal provided for Samuel pleading guilty to misdemeanor sex abuse with a jail sentence of 180 days. Of that sentenced, 135 days were suspended leaving him 45 days to serve in the DC Jail. He was given but one year of probation and ordered to stay away from Teresa Gibbs and Ebony Jackson and to attend a sex offense counseling group supervised by the mental health unit.
Samuel is currently pending trial for a theft that took place on Nov. 22, 2017, with a trial date set for July 2, 2018, in PG County District Court. Samuel is represented by two taxpayer-provided free attorneys – Christopher Stuart and Laura Novello.
In a plea deal with the tough-talking Anne Arundel County States Attorney Wes Adams, the alleged dirtbag Samuel entered a guilty plea to a charge of Rogue and Vagabond in Anne Arundel District Court on March 31, 2016. THE DEAL: in return for a guilty plea which meant that the States Attorney was spared the trouble of reading the case file and putting on a case in District Court, Samuel was sentenced to 30 days in jail with all of the jail time suspended. Two drug charges placed against him by Anne Arundel County Police Sgt. Michael Richardson and Cpl. Kurt Listman on Oct. 6, 2015, was put on the Stet Docket as well.
Two charges of assault against Samuel filed on Feb. 13, 2012, were dropped on March 27, 2012, by the Prince Georges County States Attorney.
