The case of the purloined brew and Robert Rice

LUSBY, MD. – Robert Rice was on the prowl even though he had been previously advised to never again darken the doorstep of the Fastop in Lusby, Maryland. His long string of arrests for alcohol-related events, likely the quest for booze the motivation for his continued trespassing at stores selling firewater, go back for twenty years.

Capt. David Payne of the Calvert Sheriff’s Department reports that on June 18, 2018, Dfc. Bradley responded to the Fastop-Lusby for the report of a theft. Dfc. Bradley made contact with the complainant who advised a male subject had just stolen beer and a camouflage hat from the store. Dfc. Bradley located the male subject later identified as Robert Allen Rice, 51, of 4793 Calvert Drive, St. Leonard, Md., who was extremely intoxicated.

Police say that Rice had a no trespass warning issued for Fastop. Rice was placed under arrest and transported to the Calvert County Jail and charged with Trespass: Private Property and Theft Less than $100.

In a police booking photo, Rice was featuring a Marine Corp Marathon tank top as his arrest attire of the day – with his acquisition of the shirt very unlikely to have been awarded to him for participating in the event.

  • On June 30, 2018, Maryland State Trooper C. Palumbo charged Rice with theft and trespassing and when taken before a District Court Commissioner, Rice was back out of the slammer on his own personal recognizance.
  • A plea deal between Rice’s free attorney, Luke Woods, and Calvert States Attorney Laura Martin resulted in a trespassing charge brought by Calvert Deputy J. Ward being placed on the Stet Docket on May 18, 2018.
  • Another trespassing charge resulted in a guilty plea in Calvert County District Court on Aug. 2, 2017, revealing the Rice just might be a training aid for new deputies in Calvert County.
  • A guilty plea by Rice on Sept. 6, 2017, earned him a sentence of 90 days in jail with all 90 days suspended due to the fact that Calvert officials really don’t believe trespassing on private property to actually be a real crime. Luke Woods was the free attorney for Rice once again.
  • On March 8, 2017, Rice entered a guilty plea to trespassing and in a plea deal with the Calvert States Attorney, rang up 90 days in jail with 88 days suspended and credit for time served of 2 days.
  • When arrested by Calvert Deputy A. Ostazeski for DWI on Dec. 6, 2013, Rice got a plea deal from Calvert County States Attorney Laura Martin and pleaded guilty to DWI. THE DEAL: a sentence of 365 days in jail with 350 days suspended, probation until Jan. 13, 2016 and a fine of $500.00.
  • Rice picked up a 90-day stint in jail for a theft charge on Feb. 4, 2008, in Calvert District Court.

CHESAPEAKE BEACH, MD. – Police report that on June 22, 2018, Deputy Buckler responded to the area of Harbor Road, Chesapeake Beach for the report of a driver passed out behind the wheel.

Deputy Buckler arrived on scene and located the vehicle with a male subject passed out behind the wheel of the running vehicle. In plain view, Deputy Buckler located paraphernalia in the vehicle. The male subject later identified as Stephen Michael Smith, 26, of 36001 Army Navy Drive in Wicomico Shores, was awakened and asked to step out of the vehicle for a search to be conducted.

The search resulted in paraphernalia and narcotics and Smith was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-Not Marijuana (Heroin).

Smith was immediately popped out of jail on an unsecured personal bond of $5,000.

The District Court Commissioner who released this junkie could be viewed as being responsible for the harm Smith could have done on June 26, 2018. Maryland State Trooper Thompson nabbed Smith at 2:20 pm on that date and charged him with driving a 2008 Chevy while so far impaired by drugs that he could not drive safely (DWI-Drugs). Smith was on the DC Beltway near Rt. 214. Other charges included reckless driving, failing to provide permit and insurance information when in a crash, and hit and run.

  • Smith is awaiting trial in Charles County Circuit Court for possession with the intent to distribute heroin after being indicted by the Charles County Grand Jury on April 6, 2018. The attorney for Smith is Isaac Celon Trouth IV of Upper Marlboro, Md.  The judge on the case set bail at $3,000.00.
  • When this junkie bozo Smith was passing vehicles by going off the roadway while he drove a 2011 Chevy on Rt. 5 at Mount Wolf Road in Charlotte Hall and was arrested by Maryland State Trooper Gresko, St. Mary’s States Attorney Richard Fritz put the charge on the Stet Docket on March 23, 2016. Another charge from that event, driving without a permit, was also put on the Stet Docket.
