ELKTON, MD. – A deal has been struck on the scandalous case of a youth leader in Cecil County Circuit Court who was facing ninety-one counts of crimes of assault on kids. With attorneys, William J. Murphy, John M. Pardoe, and Gregg L. Bernstein as his attorneys, Allen Lyle Price, of Quarryville, Pa., has arranged a plea deal with the Cecil County States Attorney for his ninety-one counts of felony and misdemeanor child sexual assault charges.

 

On Feb. 8, 2019, second-degree assault and fourth-degree sex offense charges were dropped by the recently resigned Cecil States Attorney Amanda Bessicks. A new Interim States Attorney, James Dellmyer, was appointed by the Circuit Court Judges to take the vacant prosecutor’s post after Bessicks stunning resignation. 

An Interim States Attorney serves at the pleasure of the judges until named the permanent States Attorney or replaced by the Judges. With the resignation and appointment, effective March 15, 2019, when Dellmyer was sworn in by Cecil County Clerk of the Circuit Court Charlene Notarcola, the responsibility for the plea bargain is unclear at this time. Since Bessicks’s resignation was effective March 15, 2019, and Dellmyer was sworn in on March 15, 2019, it appears that the responsibility for the plea deal belongs to him, however, he would have likely been obligated to respect a plea deal made by the outgoing prosecutor.

Trial by jury for the remaining charges were canceled on March 21, 2019, for the trial date of April 9, 2019. Court records state that a plea has been agreed to and a sentence, which was not yet exposed on the court record of the astounding case, has also been agreed upon.

The scandal and turmoil in the Cecil County States Attorney’s Office had just settled down with the appointment of Bessicks as the Interim States Attorney and then winning the GOP primary in 2018 – following the sex scandal of Cecil County States Attorney Ellis Rollins III. Rollins was arrested after an indecent exposure display from his balcony in an Ocean City hotel during the annual States Attorney convention in 2017. Rollins failed to resign prior to his conviction and kept collecting his salary and benefits until he was convicted.

RISING SUN, MD – Maryland State Police report that a former Cecil County church youth group leader was arrested Sept. 28, 2018, after being indicted for child sexual abuse offenses alleged to have occurred during his time of service at the church.

The suspect is identified as Allen L. Price, 58, of Quarryville, PA.  A Cecil County Grand Jury issued five indictments, charging Price with five counts of felony second-degree child abuse, 41 counts of felony second-degree sex offense, three counts of felony third-degree sex offense, 49 counts of a fourth-degree sex offense, a misdemeanor, and 11 counts of second-degree assault, also a misdemeanor.

Price was arrested without incident at 6:00 a.m. at his Quarryville home by Pennsylvania State Police, accompanied by Maryland State Police investigators.  He was taken to the Lancaster Barrack for processing and will be transported to the Lancaster County Detention Center to await an initial appearance before a magistrate.  Maryland State Police investigators are initiating procedures to extradite Price back to Maryland.

The investigation into these alleged offenses began in the summer of 2017 when Maryland State Police criminal investigators received information concerning the suspect. 

Allen Price entered a guilty plea in a deal with prosecutors with multiple cases of child sex abuse while working as a volunteer youth group leader.

Police say that an extensive investigation has been underway since, with assistance from the Cecil County State’s Attorney’s Office, the Cecil County Child Advocacy Center and allied law enforcement agencies.  The investigation, involving interviews and evidence collection, resulted in testimony before a Cecil County Grand Jury empaneled by the county state’s attorney.

The investigation indicates Price was a volunteer youth group leader at Grace Bible Chapel in Rising Sun, Md., from 1987 until 2001.  The charges against Price allege that while a youth group leader, he assaulted and abused five female victims who at the time ranged in age from 11 to 16 and were attending youth group meetings.

The criminal investigation is continuing.  Investigators want to be certain they have spoken with anyone who was a victim.  Their investigation indicates the suspect still has ties to Quarryville, PA, and Lewes, DE, where he has been involved in youth activities.  Anyone who would like to speak with an investigator is urged to call the Maryland State Police North Central Region Criminal Enforcement Division at 410-996-7811.

    1. Price the Grace Bible Chapel youth group pastor copped a plea today. We’ll know in a couple of weeks how justice is doled out in this small town…

  1. Church pastor and judge are good friends. How the hell is this fair? 7 years for serial child rape spanning decades. The pastor that protected the child predator is now the lead pastor completely unaccountable no remorse, blaming the victims. I’m done with these false religions.
