WALDORF, MD. – Maryland prosecutors just can’t keep a good criminal behind bars, no matter how hard they don’t bother to try. It’s a toss-up between Charles County and PG County as to which jurisdiction has the most incompetent prosecutors, but the public deserves the elected States Attorneys they vote into office.

On November 20 at 12:01 a.m., a Charles County Sheriff’s officer was conducting radar in the area of Crain Highway and Smallwood Drive when the driver of a Camaro drove through a 45-mph speed zone at 67 mph.

The officer activated his emergency lights and the driver sped off, heading north on Crain Highway. The driver of the Camaro failed to stop at a red light at Crain Highway and Plaza Drive and struck a Ford Taurus; the Camaro became disabled.

Officers observed the driver open the car door and throw a gun out onto the street. Officers subsequently apprehended the driver and recovered the gun as well as a single bullet from his pocket. The occupants of the Taurus were flown to a hospital with serious injuries that do not appear to be life-threatening. The driver of the Camaro was injured during the crash and was treated at a local hospital before being transported to the Charles County Detention Center.

A check revealed the driver, Dicarlo Frederick Dickerson, 42, of 10625 Jackson Hole Place, White Plains, was prohibited from possessing firearms and ammunition due to previous criminal convictions.

According to Maryland Judiciary Case Search, Dickerson has been convicted of, or found guilty of, multiple criminal and traffic offenses including five drunk or drugged driving offenses, first-degree assault, and felony drug charges.

In this case, Dickerson was charged by Officer A. Coulby with firearm possession with a felony conviction, possession of a regulated firearm, carrying a loaded handgun in a vehicle, carrying a loaded handgun, illegal possession of ammunition and other related charges. Dickerson was ordered held without bond at a hearing on Nov. 21, 2018.

Citizens might wonder why an ex-con with five DWI convictions is even out of prison. The answer is that Charles County is located in the People’s Republic of Maryland with the Court System operated by Alice in Wonderland standards.

At the time Dickerson’s deadly adventure in Waldorf took place, he was just days away from a trial in Prince Georges County District Court for various charges including driving off of the roadway while passing another vehicle on Indian Head Highway northbound at Palmer Road; negligent operation of a vehicle in a careless and imprudent manner endangering life, property, and person; and driving while suspended and revoked.

Prince Georges Police Cpl. D. Davis put the bracelets on Dickerson on June 20, 2018, and his trial date is set for Nov. 29, 2018.

When Charles County Sheriff Officer C. Morris cited Dickerson on Dec. 7, 2017, for operating a vehicle on a revoked driver’s permit, his attorney Jonathan L. Haskell, of Upper Marlboro, arranged a sweet plea deal with the spineless Charles County States Attorney Anthony Covington. THE DEAL: Dickerson was given a verdict of Probation Before Judgement with unsupervised probation for 90 days, on April 5, 2018.  No fine and no time.

Among dozens of traffic charges and violations from reckless driving to DWI was a citation for doing 120 mph in a 55-mph speed zone while operating on March 31, 2016, a 2005 Toyota southbound on Rt. 4 at Nursery Road issued by Maryland State Trooper B. Bray. Dickerson was also arrested for DWI and reckless driving. In a plea deal on May 26, 2016, with Calvert County States Attorney Laura Martin, Dickerson pleaded guilty to reckless driving. THE DEAL: The charge of DWI was dropped with no time and fine of $174.50.

On June 9, 2016, Prince Georges County Police reported that the PG Police Homicide Unit arrested two brothers in connection with the homicide of an Upper Marlboro man earlier today. The suspects are 39-year-old Dicarlo Dickerson of the 2100 block of Briarwood Drive in Waldorf and 47-year-old Shawn Dickerson of the 700 block of Castlewood Place in Upper Marlboro.

Police charged that at about 1:45 am on June 9, 2016, patrol officers were called to the 700 block of Castlewood Place for a welfare check. When they arrived, officers found the victim, 39-year-old Jabari Jones of New Orchard Place in Upper Marlboro, suffering from trauma to the body. He was pronounced dead at the scene.

PG Police said the suspects were involved in a physical confrontation with the victim and they and the victim were friends until they allegedly killed him. Dicarlo Dickerson was charged with first- and second-degree murder. Shawn Dickerson was charged with second-degree murder.

Angela Alsobrooks PG States Attorney

Shawn David Dickerson was indicted by the Prince Georges Grand Jury on a count of manslaughter and on March 8, 2017, Prince Georges County States Attorney Angela Alsobrooks dropped the charge. Shawn Dickerson was represented by attorney Joseph J. Gigliotti.

Dicarlo Dickerson was indicted for obstruction of justice on June 9, 2016, and he entered into a plea deal with PG States Attorney Alsobrooks on Feb. 10, 2017. The Maryland Alice in Wonderland Judiciary records shows that Dicarlo Dickerson was sentenced to five years in prison with all but one day suspended and a credit of one day in jail was given. At that point, Dicarlo Dickerson was put on probation for five years, which ought to be brought back to send him behind bars with this newest arrest on Nov. 21, 2018. Dickerson violated his probation on a warrant issued by Judge Engel on March 30, 2018. Dickerson failed to appear for trial and bench warrant was issued on April 27, 2018. Prosecutors continued the case against Dickerson on Oct. 5, 2018, and a new hearing was set for Dec. 7, 2018.

Court records show that the murder charges against the Dickerson brothers never went forward in Circuit Court in Upper Marlboro.

Following the arrest by Maryland State Trooper Seager on Feb. 21, 2014, for DWI and driving with alcohol in his blood in violation of prior court rulings, Dickerson got yet another plea deal from Charles County States Attorney Anthony Covington. THE DEAL: A guilty plea to driving with alcohol in his bloodstream on Jan. 5, 2015, and all other charges including DWI were dropped. The deal included a fine of $500 and 60 days in jail. Upper Marlboro Attorney Louis J. Martucci arranged this deal for Dickerson.

On Jan. 19, 2014, Dickerson was stopped by Charles County Sheriff’s Officer J. Clagett and charged with DWI, along with a slew of other violations. Dickerson struck a deal on the same day as for the DWI arrest which took place on Feb. 21, 2014. On Jan. 5, 2015, States Attorney Covington allowed the following: THE DEAL – one year in jail, and a fine of $1,000. Court records show he was committed to jail on that day.
