MARYLAND STATE POLICE BEAT: Heroin Highway to Hell – Junkies Deon Lamont Jones and Lisa Marie Osborne caught with smack when smacking into another vehicle

CHARLOTTE HALL, MD. – Maryland State Police report that on May 9, 2019, at approximately 9:00 pm, Master Trooper J. Preston investigated a motor vehicle accident at the intersection of Three Notch Road @ Golden Beach Road, Charlotte Hall, MD. As a result of the investigation, suspected heroin capsules were located inside one of the vehicles involved.

Deon Lamont Jones, 28 of California, Md., and Lisa Marie Osborne, 50 of Lusby, Md., were taken into custody. While at the St. Mary’s County Detention Center, additional suspected heroin capsules were located on Jones. Jones was charged with Possession with Intent to Distribute, Possession of CDS-Not Marijuana, and Possession of CDS in a place of confinement. Osborne was charged with Possession of CDS-Not Marijuana.

The following people were arrested for Driving under the Influence:

 On 5/10/2019, Rachel Angeline Nelson, 21, of 37124 Newlands Road, Mechanicsville, Md., was arrested by Tpr Jonathan Powis as she operated a 2009 Dodge Charger on Mechanicsville Road at Gold Lane.  Trial set for July 10, 2019.

Keith Tucker Busted for Driving While
Drugged Twice in Same Day

Maryland State Police reports that on 5/10/2019 at 1:40 am, Keith Philip Tucker, 46, of 12285 Potomac View Drive, Newburg, Md., was arrested by Tfc M. Manning as he operated a 2003 Honda on Rt. 235 at Tom Hodges Drive, in Hollywood, Md.

  • Tucker was arrested by LaPlata Police Officer John Piersa on May 10, 2019 at 12:08 am, for driving while under the influence of drugs as he operated a 2003 Honda Accord on Rt. 301 at Talbot Street.
  • Tucker was sentenced to eighteen months in jail on a theft charge on Jan. 1, 2015 and burglary and other charges were dropped as part of a plea deal with the Charles County States Attorney following his indictment by the Charles County Circuit Court Grand Jury.

 Maryland State Police report that on May 11, 2019, at 4:07 am, Lucus Wayne Clark, 22, of 131 Luttrell Street, Erwin, Tenn., was arrested by Tfc Jonathan Powis as he operated a 2002 Lincoln Navigator on Mechanicsville Road at Old Village Road in Mechanicsville, Md.

Robert Steven Lacey domestic assault arrest by St. Mary’s Sheriff

 On 5/11/2019, Robert Steven Lacey, 39, of 39140 Jacqueline Street, Mechanicsville, Md., was arrested by Tpr Jonathan Powis, for DWI when he operated a 2010 Ford on Md. Rt. 5 north of Rt. 242 at 12:30 am.  

  • A domestic violence petition filed against Lacy on Jan. 25, 2019 was dismissed when the petitioner failed to appear in court. On Oct. 20, 2015, Lacey entered into a plea deal with St. Mary’s States Attorney Richard Fritz and in return for pleading guilty to assault, he was sentenced to 14 days in jail. 545 days of probation were ordered. When cited for violation of probation on Sept. 18, 2018, his probation was revoked.
  • The DWI arrest on May 11, 2019, wasn’t Lacey’s first rodeo. Lacey was arrested for DWI by St. Mary’s Deputy Austin Shultz on June 15, 2012. On Oct. 17, 2012, Lacey entered a guilty plea and was sentenced to 180 days in jail with 178 days suspended in the deal with Fritz.

St. Mary’s Sheriff Tim Cameron reports that on June 4, 2015, Corporal Doug Harris, Domestic Violence Coordinator, submitted an application charging suspect Robert Steven Lacey, SR., 35, of Hollywood, with 2nd Degree Assault. An arrest warrant was issued by the District Court Commissioner.
On June 3, 2015, at 10:26 PM, deputies responded to a residence on Rustic Way for a reported stabbing. The investigation revealed that Lacey, who resides at the address came home intoxicated. He began to argue with a female victim in the home. The argument turned physical when the male began to strike the female repeatedly then drag her from the bed. A 14-year-old male, who also resides in the home, retrieved a knife and stabbed the older male in the back several times.

Robert Lacey, 35, was subsequently transported to MedStar St. Mary’s Hospital by the female for treatment, prior to deputies arriving on the scene. He was then transferred to an area hospital for further treatment; his wounds were not considered to be life-threatening. The case was reviewed by State’s Attorney’s Office personnel who advised to charge the male juvenile with 2nd Degree Assault. The juvenile was charged and released to a relative

On June 9, 2015, Lacey was placed under arrest and transported to the St. Mary’s County Detention Center where the warrant was served.
