CULPEPER, Va. – The Virginia State Police Bureau of Criminal Investigation’s Culpeper Field Office is currently on scene and investigating an unattended death in Warren County. Shortly before noon Tuesday, May 28, 2019, the Warren County Sheriff’s Office located the recently retired Sheriff, dead on property located at the 400 block of Skyline Forest Drive. The sheriff’s office requested the Virginia State Police to investigate.

The Virginia State Police has confirmed the deceased male is Daniel T. McEathron, the former sheriff of Warren County. His remains were transported to the Office of the Medical Examiner in Manassas for examination and autopsy. At this stage of the investigation, foul play is not suspected in relation to his death. A firearm was recovered at the scene.

The Virginia State Police Bureau of Criminal Investigation’s Culpeper Field Office arrested a Front Royal, Va., woman Friday, May 24, 2019, on charges of embezzlement. A multi-jurisdictional special grand jury handed up May 24, 2019, a total of four felony indictments against Jennifer R. McDonald, 42.

Police say that McDonald turned herself in to Virginia State Police that same day and was arrested on two felony counts of obtaining money by false pretense (Code of Virginia 18.2-178) and two felony counts of embezzlement of more than/equal to $500 (Code of Virginia 18.2-111).

The Royal Examiner reported the following:

FRONT ROYAL – Nine defendants were named in a civil case filed Tuesday in the Circuit Court of Warren County by the Front Royal-Warren County Economic Development Authority for their alleged involvement in the misappropriation of $17,640,446.16 of the authority’s money.

Defendants named in the case filed by Richmond attorney Daniel M. Siegel, with the Sands Anderson firm, are former EDA Executive Director Jennifer McDonald, Warren County Sheriff Daniel McEathron, ITFederal principal Truc “Curt” Tran, ITFederal LLC, MoveOn8 LLC, DaBoyz LLC and Donald Poe and Justin Appleton, principals of Earth Right Energy Solar Commercial LLC.

State police initiated the investigation in August of 2018 at the request of Front Royal Officials. The charges stem from McDonald’s misuse of funds between 2014 to 2018 while employed with the Front Royal-Warren County Economic Development Authority (EDA).

McDonald is being held without bond at the Rappahannock-Shenandoah-Warren Regional Jail.   MORE

Judge impanels a special grand jury to investigate Warren County, Front Royal

THE WINCHESTER STAR:

FRONT ROYAL — (April 1, 2019) Warren County Circuit Court Judge Clifford L. Athey Jr. on Wednesday impaneled a special grand jury to investigate potential widespread criminal activity among governmental entities in Warren County and Front Royal.

A court order states that the special grand jury will “investigate and report on alleged misfeasance and malfeasance including the embezzlement or misappropriation of public funds” by parties including but not limited to the Front Royal-Warren County Economic Development Authority, the Town of Front Royal, the County of Warren, the Warren County Sheriff’s Office and Warren County Public Schools.

The order adds that the investigation will include “any criminal activities engaged in by elected or appointed officials” of those entities along with any “private entities or individuals who engaged in criminal activity with the aforementioned public bodies or their employees” during the tenure of former EDA director Jennifer McDonald.

The special grand jury was requested by Warren County Commonwealth’s Attorney Brian Madden on Wednesday, the day after the EDA filed a $17 million lawsuit against eight individuals and an LLC for misappropriation of the authority’s money.

The EDA board on March 22 announced that it would file the litigation after receiving a financial consultant’s final report that delved into the organization’s past finances. That same day, the EDA’s two longest-tenured board members, Warren County Schools Superintendent Greg Drescher and Ron Llewellyn, resigned.

In an email submitted the day of McDonald’s Dec. 20 resignation, she admitted to the EDA board that she could be held liable for $2.7 million in losses, which the lawsuit states is a gross under-representation of her financial misappropriations.

Madden explained that the Virginia State Police has been investigating matters related to the EDA’s lawsuit since August 2018. When the lawsuit was filed, he said information that state police were not aware of surfaced and led to his request for a special grand jury.

He explained that not everybody is willing to participate with a police investigation, whereas a special grand jury can subpoena witnesses to testify under oath.

The order states that Madden may allow employees from the FBI, the U.S. Justice Department or the U.S Attorney’s Office for the Western District of Virginia to be present and “ask questions of witnesses and provide assistance.”

The order states that no local law enforcement will participate in the proceeding unless directed by the court.  MORE
