NEW CASTLE POLICE BEAT: Wannabe cop Shane Windell charged with acting out his fantasies with a realistic police car, phony badge, and tactical vest; already busted in Maryland

WILMINGTON, DEL.  – Maybe this police impersonator is just another guy with a Napoleon complex that believes posing as a cop will get him a date.  He has been running around Delmarva in a blue sedan with police lights and sooner or later he was bound to get some attention from someone. That someone turned out to be real cops. First in Maryland and now again in Delaware. And, he got a date all right, in a Delaware court. According to Maryland Court records, he has already been found guilty of driving a vehicle with fake police lights.

Delaware State Police charge Windell with stalking

Wilmington – The Delaware State Police have arrested 25-year-old Shane Windell of Wilmington for stalking after he repeatedly contacted a female acquaintance against her wishes.

During the month of October 2019, Windell repeatedly contacted a former female acquaintance via phone calls and text messages and was also observed following her while driving. Windell was advised by the victim and by law enforcement to cease contact with her by any means to include electronic and face to face communication.

After being advised to cease contact with the victim Windell continued his attempts and during a 16 hour period, October 9th into the 10th, he made 34 calls and sent 25 text messages to her. Further investigation determined that Windell also utilized Google Voice to call the victim from a number which was unknown to her and that showed up on caller ID as originating from Illinois. This number was positively linked to Windell’s cell phone and the calls received by the victim were confirmed to have come from him. When the victim answered these calls all she heard was heavy breathing.

On Monday, October 14, 2019, Windell turned himself in at Troop 6 where he was charged with one count of felony Stalking. He was arraigned in Justice of the Peace Court #11 and then committed to the Howard R. Young Correctional Institution in lieu of $6000.00 cash bail.

 New Castle Police report that on June 15, 2019, firefighters from the Mill Creek Fire Company were dispatched to fire call in the unit block of Patrician Terrance in the community of Limestone Terrace.

When the firefighters arrived, they discovered the report of the fire to be false and notified the New Castle County Division of Police.

When patrol officers arrived, they learned from the firefighters that they had been dispatched to the same apartment complex multiple times over the past year for false reports of fires. They also learned that incidents were being investigated by the Delaware State Fire Marshal’s Office who developed 25-year-old Shane Windell as a person of interest in these incidents.

The patrol officers also located witnesses who saw Windell, just as the firefighters were arriving, exit a blue in color sedan wearing a police-style tactical vest with a police badge and what appeared to be a holstered firearm. Officers then located the vehicle he exited, it was a blue in color 2010 Chevy Cobalt displaying DE registration 309530. Inside that vehicle, they observed a police-style tactical vest

Detectives from the New Castle County Division of Police Criminal Investigations Unit FBI Task Force assisted by ATF agents assumed the investigation.

 Police say that on June 20, 2019, Shane Windell was taken into custody. He was taken to New Castle County Division of Police Headquarters where he was charged with one count of misdemeanor Criminal Impersonation Pretends to be Public Servant Wears Uniform and Badge. He was arraigned at Justice of the Peace Court 2 and released on his own recognizance.

The investigation is still ongoing with the Delaware State Fire Marshal’s Office.

New Castle Police said that based on this investigation, detectives are concerned that there may be additional citizens that may have had contact with Windell while he was impersonating a police officer. Shane M. Windell, of 12 Lyells Court, Wilmington, Del., has been popular in the State of Maryland as he prowls the highways in his 2010 blue Chevy. On June 18, 2019, he failed to provide his registration card to Maryland State Trooper Jeffrey North as he zoomed along southbound on US Rt. 301 at Rt. 544.

Impersonator had a ton of wanna-be police paraphernalia in a recent fake cop incident in 2018.

Windell has a pending trial date for allegedly harassing a victim by phone and email in Harford County District Court on July 17, 2019. Windell has the hapless taxpayers of Maryland fronting the cost of the free attorney designated to represent him in court. That honor falls to Timothy Gerard Bahr. A peace order was issued by a District Court Judge on Jan. 10, 2019 in Harford County ordering Windell to do all those things that an alleged harasser does: not abuse, contact, call or enter the residence – along with staying away from employment of the petitioner.

In a plea deal with the Cecil County States Attorney Windell entered a guilty plea on March 26, 2019. Windell had been sidelined by Natural Resources Police Officer David Leithren Dec. 31, 2018, for cruising westbound on Rt. 273 at Cissel Lane, in his Chevy, set up with red and blue lights. The Chevy was not on the way to the levee. He was also guilty of using a real-life sireeeen. {insert siren sound}. The fine for that one for the alleged bozo was $71.
