The sexual abuse of the child had taken place over the course of six months, alleged the detective.

In an interview with child welfare officials and police, the victim said that Nestor Lopez Guzman began touching her vagina, breasts, and buttocks on numerous occasions since November of 2018.  The girl’s brother disclosed to a teacher at the school that he too had been touched in his private parts by Nestor Lopez Guzman.  When Lopez Guzman was interviewed by detectives on May 22, 2019, he allegedly told the officers that he had indeed touched the boy as the victim had described. “He stated the touching was a joke that was common in El Salvador. He stated he would say, “Where are my little balls?” while waving his hands on Victim B’s pants. He stated he never played these jokes on Victim A; the cultural joke is to make fun of males.”

ABC7 reported that according to ICE, Lopez Guzman is an illegal immigrant from El Salvador. A preliminary hearing is set for Sept. 13, 2019, in Rockville District Court. In the meantime, court records show that the illegal immigrant was released from Montgomery County Jail on Aug. 19, 2019.

ICE: Montgomery Co. violates own policy, releases undocumented immigrant accused of rape

ROCKVILLE, Md. (ABC7) – U.S. Immigration and Customs Enforcement says Montgomery County violated its own jail policy last week when it released an undocumented immigrant accused of rape despite an immigration detainer on file.

The allegations mark the latest public spat between the federal law enforcement agency and the progressive, left-leaning county. Although relations have been strained for years, they have hit a fever pitch under the leadership of Montgomery County Executive Marc Elrich (D) who was sworn into office in December. MORE
