DWI HIT PARADE: Salisbury Barrack of the Maryland State Police DUI arrests for Sept. 2019

RUARKE GOT A POLE IN ONE

Maryland State Police report that on Sept. 29, 2019, at approximately 5:29 pm, Troopers from the Maryland State Police Salisbury Barrack responded to a single-vehicle accident in the area of Old Ocean City Road at Bent Pine Road.

Troopers arrived on scene and made contact with the driver who was identified as Michael James Ruarke 2nd, (DOB 02/1990) of 7815 Purnell Crossing Road, Berlin, Md., through his Maryland ID card. Troopers observed a white Dodge truck that had struck a telephone pole, disabling it.

Troopers detected the strong odor of an alcoholic beverage coming from Ruarke’s breath and person.  Investigation revealed that Ruarke was operating a motor vehicle under the influence of alcohol and traveled off the roadway, striking a telephone pole. Ruarke refused medical treatment.

Ruarke was transported to the MSP Salisbury Barrack where he refused to submit to the intoximeter test.

Ruarke was charged by Trooper Ashley Romeo with driving under the influence of alcohol-related charges.

Ruarke entered a guilty plea on March 4, 2015, to DWI in a plea deal with the Wicomico County States Attorney following his arrest by Salisbury City Police Officer J. Burt. THE DEAL: Ruarke was sentenced to 30 days in jail and zero fine.

Arrested for DWI by Maryland State Trooper Kevin Moore on Sept.2, 2012, Ruarke obtained a plea deal with the Wicomico States Attorney on Feb. 2, 2016, when he entered a guilty plea. THE DEAL: zero time and a fine of $500.

Court records show that after pleading guilty to a burglary charge by way of an Alford Plea, and felony burglary charges were put on the Stet Docket in Wicomico County Circuit Court, Ruarke was given a three-year suspended sentence and is a proud graduate of DRUG COURT on Nov. 18, 2011. On May 30, 2012, Ruarke violated the terms of his probation, which may have had to do with drugs or burglaries.

RUARKE GUILTY OF SEX SOLICITATION OF A MINOR

Ruarke entered a guilty plea to felony sexual solicitation of a minor on Sept. 1, 2016, in Worcester County Maryland Circuit Court in a plea deal with the Worcester States Attorney. THE DEAL: Ruarke was sentenced to prison for three years with all but 18 months of the sentence suspended which allowed him to avoid the Maryland Prison system and serve his time in the Worcester County Jail. Ruarke was given credit for 112 days of time served pending trial and three years probation.
