DWI HIT PARADE: Drug dealer Quincy Ray Lowe found a culvert was a fatal place to leave his passenger

LEONARDTOWN, MD. – A Sunday afternoon booze cruise by a Leonardtown drug dealer, out to increase his DWI record, took the life of his passenger when the speeding and drinking driver found a slight curve in St. Andrews Church Road to be too much of a challenge for his suspected impaired driving causing the SUV to leave the highway, cruise into a ditch and blast into a culvert at a high rate of speed.

St. Mary’s Sheriff Tim Cameron reports that on Oct. 20, 2019, at approximately 5:39 pm, St. Mary’s County Sheriff’s Office patrol units were dispatched to a single motor-vehicle collision with CPR in progress at 42297 St. Andrew’s Church Road (Md. Rt. 4) in Leonardtown, near Blacksmith Shop Road.

 Due to the serious injuries sustained by the participants in the crash, the St. Mary’s County Sheriff’s Office Collision Reconstruction Unit was called out to begin to chronicle the path of the death vehicle.

Sheriff Cameron reports that the preliminary investigation determined that a 2003 Ford Expedition, operated by Quincy Ray Lowe, 34, (DOB 12/13/1984) of 22590 Gregory Drive, #9, Leonardtown, Md., was traveling south on St. Andrew’s Church Road when the vehicle failed to negotiate a curve in the roadway. The vehicle left the roadway, went into a ditch and struck a culvert. Lowe was transported by ambulance to an area shock trauma facility for non-incapacitating injuries.

A driving rain kept helicopters grounded and both men were taken to hospitals by ambulances

A front-seat passenger was also in the Ford Expedition, identified as Terrence Dominic Hampton, 40 of Saint Leonard. Hampton was transported to MedStar St. Mary’s Hospital in Leonardtown via ambulance with CPR in progress. Hampton was later pronounced deceased at MedStar St. Mary’s Hospital.

• Lowe was charged in Calvert County by Calvert Deputy A. Moschetto with DWI, speeding, and negligent driving while operating a 2008 Subaru southbound on Md. Rt. 4 at Nursery Road on Aug. 27, 2017, at 1:12 am. In a plea deal with the Calvert County States Attorney Laura Martin on Jan. 3, 2018, Lowe pleaded guilty to driving while impaired by alcohol. THE DEAL: the charges of speeding and negligent driving were dropped, and Lowe received a verdict of Probation Before Judgment with unsupervised probation for 18 months – no fine and no time.
• Lowe was arrested on Sept. 26, 2012, for DWI by Calvert Deputy T. Buckler as he operated a 1990 Lexus and in a rare occurrence for a DWI arrest, was found not guilty on Feb. 21, 2013.
• With another DWI, this time due to use of drugs, on Oct. 23, 2011, by Maryland Trooper W. Costello as Lowe operated a 1989 Ford southbound on Rt. 4 at Rousby Hall Road, the charges were dropped by Calvert States Attorney Martin on April 20, 2012 – an outcome without any explanation listed on court records. Such instances are often due to witnesses failing to appear in court, evidence lost by police, and poor preparation for trial by prosecutors.
• Lowe entered a guilty plea to felony drug distribution in Charles County Circuit Court on Dec. 17, 2012, in a plea deal with Charles County States Attorney Tony Covington. THE DEAL: no time and no fine with a verdict of Probation Before Judgement. Such an outcome often is achieved after the defendant rats out other drug dealers to police and prosecutors.
• Lowe was charged by Maryland Trooper B. Tucker with felony possession with the intent to distribute PCP/LSD on July 6, 2006.
