ANNAPOLIS, MD—Governor Larry Hogan on Nov. 1, 2019, announced he has selected Victor Del Pino as judicial appointee for the Montgomery County District Court and Richard Roger Titus as judicial appointee for the Carroll County Circuit Court. The governor made the appointments after interviewing nominees submitted by the respective nominating commissions.
“The appointment of qualified individuals to serve across our state’s justice system is paramount to upholding our responsibilities to the people of Maryland and the rule of law,” said Governor Hogan. “I have confidence that Mr. Titus and Mr. Del Pino will be strong advocates for the law and will serve the citizens of Carroll County and Montgomery County admirably.”
Victor Manuel Del Pino has been a partner with the firm of McGann, Del Pino and Hughes, LLC since 2010, concentrating in criminal law and immigration law. Prior to this position, he served for more than five years as a prosecutor in Montgomery County. During that time, he spent 18 months as the chief of the Gang Prosecution Unit. He received his B.A. from Virginia Wesleyan University and his J.D. from the University of Baltimore School of Law.
Richard Roger Titus has practiced law for 28 years. He is a principal in the law firm of Hollman, Maguire, Titus, Korzenewski & Luzuriaga, Chtd., practicing civil litigation. He also performs estate planning and business planning and formation. Titus graduated from the University of Baltimore School of Law in 1990, and previously clerked for Judge James S. McAuliffe, Jr., Montgomery County Circuit Court, and Judge Raymond E. Beck, Sr., Carroll County Circuit Court.

Meet Judge Victor Del Pino from the bio on McGann, Del Pino, and Hughes
Attorney Victor Del Pino concentrates his practice in criminal law, personal injury, and immigration law. He is a highly skilled litigator and works one-on-one with clients to ensure their case receives the time, attention, and effort it deserves. As a former prosecutor, he has extensive trial experience. He joined the Montgomery County State’s Attorney’s office in 2004. During his tenure, Del Pino was appointed by the State’s Attorney as the Chief and head prosecutor of the Gang Prosecution Unit. He became the first Latino to be appointed to such a position in the history of the Montgomery County State’s Attorney’s office.
Del Pino was part of the Gang Prosecution Unit for more than three years, during which he prosecuted numerous complex cases. He participated in trials at the Juvenile Court and District Court levels as a member of the District Court and Domestic Violence units.
Attorney Del Pino has also had extensive jury trial experience in the Circuit Court, which included several highly-publicized trials. He successfully prosecuted and received convictions for cases that included first-degree murder, attempted murder, assault, robbery, burglary, and other felonies.
In 2012, Del Pino was elected by members of the Montgomery County Bar Association to serve a two-year term in the Executive Committee. Additionally, he was appointed by Maryland Governor Martin O’Malley to serve a 4-year term on the Board of Trustees of the Maryland Public Defenders Office. He is admitted to practice in the state of Maryland.

Attorney Del Pino is fluent in Spanish and is an active member of a number of community groups and organizations. He is a lifelong resident of Montgomery County and he serves on the Board of Directors of Our Lady of Good Counsel High School.

Meet Judge Titus from Retain Judge Titus
Governor Larry Hogan appointed Judge Titus to the Circuit Court bench on January 27, 2016. The appointment followed a comprehensive and extensive screening process of nine applicants by various statewide Bar Associations, the Carroll County Bar Association and the Carroll County Trial Courts Nominating Commission. After investigating and interviewing all applicants, the Nominating Commission submitted a list of the four recommended and qualified candidates (two women and two men) to the Governor.
Following personal meetings with each applicant, Governor Hogan chose Judge Titus for appointment to the Circuit Court for Carroll County. In announcing Titus as his choice, Governor Hogan noted that his “decades of legal experience in Carroll County have prepared him well for this appointment and I offer my sincere congratulations.”
A lifelong Maryland resident, Judge Titus was admitted to the Bar following his graduation from the University of Baltimore School of Law in 1990. After two judicial clerkships, he began the practice of law with a small firm on Main Street in Westminster in 1994. He remained with his firm for 23 years until being appointed a Judge of the Court at which time he gave up his successful law practice.
As an attorney, Titus focused almost exclusively on Carroll County. Most of his clients were private citizens or small businesses, but he also had the distinct honor of serving as counsel to three of Carroll’s Volunteer Fire Departments as well as two Carroll municipal governments.
He has been a member of the Carroll County Bar Association since 1995 serving on its Public Records Committee, Education Committee and chairing its Technology Committee since 2011. Upon becoming a Judge, he was appointed by the Chief Judge of Maryland’s highest court to serve on the Technology Committee of the Maryland Judicial Conference.

While I am disappointed at the outcome, the voters have spoken and I respect the democratic process. I have congratulated Judge-Elect Oesterreicher and wish her the best during her elected term of office. After a long campaign, during which I still handled my full court docket, I am going to take some time with my family to consider my future options. My heartfelt thanks to all who supported me along the way.
