DWI HIT PARADE: Maryland State Police Leonardtown Barracks reports DUI arrests for Nov. 4, 2019
The following people were reported by police as arrested for Driving under the Influence by troopers of the Maryland State Police Leonardtown Barrack.
• Jeffrey Allen Wathen, REPEAT OFFENDER DUI ALERT 35, (DOB 02/02/1994) of 26501 Three Notch Road, Mechanicsville, Md., was arrested by Tpr E. Ruggles as he operated a 2013 Volkswagen Jetta on Rt. 247 at Kavanaugh Road in Oakville on 10/17/2019 at 7:16 pm.
- Jeffrey Allen Wathen was arrested for DWI by Maryland Trooper Kyle Morris on May 10, 2015, as he operated a 2007 Ford on Md. Rt. 5 north of Mechanicsville Road. In a plea deal with St. Mary’s States Attorney Richard Fritz on July 10, 2015, Wathen entered a guilty plea to DWI. THE DEAL: Wathen was given a verdict of Probation Before Judgement with 60 days in jail, with all 60 days suspended, and a fine of $250.00.
- Jeffrey Allen Wathen was arrested for DWI by St. Mary’s Sheriff Deputy David Corcoran on Jan. 21, 2008, in the Food Lion parking lot in Callaway, Md., as he operated a 2007 Ford. States Attorney Fritz dropped the charge on June 17, 2008.
- District Court records for March 13, 2012, reflect that a final Domestic Violence Child Abuse Indicator order was issued against Wathen. On April 14, 2009, Wathen entered a guilty plea to violating a protective order and, in a plea deal with States Attorney Fritz, got a one-year suspended sentence and 305 days of probation. In St. Mary’s District Court on Sept. 24, 2008, Wathen was given 90 days in jail for violating a protective order with credit for time served of 36 days in jail, with Fritz dropping a charge of making an arson threat.
• Dawn Renee Plunkett, 41, of Mechanicsville, MD, was arrested by Tfc K. Bauer on 10/19/2019,
• Wesley James, 42, of Mobile, AL, was arrested by Tpr T. Howard on 10/19/2019.
• Akbar Ibn Alibadr Al-Aminel, 41, REPEAT OFFENDER DWI DRIVER ALERT (DOB 08/17/1978) of last known address: 2103 Willow tree Lane, Temple Hills, Md., was arrested by Maryland State Trooper Derek Harper for DWI on Oct. 20, 2019, at 4:26 am as he operated a 2003 Cadillac on Md. Rt. 5 at Clarkes Rest in Leonardtown, Md.
- Akbar Ibn Alibadr Al-Aminel was charged with DWI by Calvert County Sheriff Deputy Naughton on July 16, 2019, at 11:01 pm as he operated a 2011 Ford on Cove Point Road at North Solomon’s Island Road. A trial in Calvert District Court is set for Dec. 11, 2019.
• Kaylee Alyssa Swales, 20, of Hollywood, MD, was arrested for DWI by M/Tpr E. Evans on 10/25/2019.
• Kendall Leigh Caruso-Reid, 24, of Hollywood, MD was arrested by M/Tpr E. Evans, On 10/26/2019.
• Jessica Ann Spohn, 25, of Mechanicsville, Md., was arrested by Tpr J. Azzari, on 10/27/2019.
• Wayne Kerry Smith, 57, REPEAT OFFENDER DWI DRIVER ALERT (DOB 09/10/1962) of 9700 Orland Park Road, Newburg, Md., (and also of Callaway, Md.) was arrested by Tpr E. Ruggles on 10/27/2019 for assault, negligent driving, driving while suspended, and DWI. Smith was given a room courtesy of the taxpayers in the Hotel St. Mary’s, where he was held without bond pending a bond review. Smith was stopped as he operated a 2014 Nissan on Md. Rt. 249 at Take It Easy Ranch, in Callaway, Md.

- Wayne Kerry Smith was charged with DWI and other traffic charges on Aug. 4, 2019, in Charles County District Court following his arrest by Charles Sheriff Patrol Officer S. Cook when he was stopped as he operated a 2014 Nissan in the area of Orlando Park Road in Newburg. Smith entered a guilty plea in a plea deal with Charles County States Attorney Tony Covington on Oct. 25, 2019. THE DEAL: Smith was given a verdict of Probation Before Judgement with no fine and no time in a deal arranged by Waldorf attorney Robert Richard Castro, who has a TV commercial running with an annoying actor preaching the value of Castro as a criminal defense attorney (perhaps the actor is a real client working off his fee). If indeed he is an actor and not a real dirtbag, the actor must be right, as Castro worked a miracle plea deal with Covington that resulted in the DWI charges being dropped. Of course, Smith was able to get new DWI charges in St. Mary’s County two days after his quickie plea deal in Charles County. Smith’s next court date is in St. Mary’s District Court the day after Christmas.
- Wayne Kerry Smith was arrested on Sept. 22, 2018, at 1:18 pm by St. Mary’s Sheriff Deputy Chad Hartzell as he operated a 1998 Ford on Tall Timbers Road in front of Chief’s Store and Bar in Tall Timbers. In a plea deal with St. Mary’s States Attorney Richard Fritz on Feb. 22, 2019, Smith was sentenced to 180 days in jail with all but 10 days suspended.
- When this idiot Wayne Kerry Smith finally kills someone in your family, you can look up his name on Google and see this wonderous work performed by two of the most inept prosecutors in Maryland – though Covington and Fritz have records very similar to most of the other lackluster States Attorneys in Maryland who fail to protect the public from repeat offender impaired drivers. The Maryland General Assembly also fails to change Maryland law to designate impaired driving a criminal felony charge instead of being one of two states that categorize DWI as a traffic charge – and such charges are allowed to be expunged, as in the case of five-time DWI driver and baby-killer Thomas Cyrus Jr., of St. Mary’s County, Md.
The legislators of Maryland allow traffic charges to be expunged, and when Thomas Cyrus Jr killed a baby on Rt. 5 in Park Hall, shown below, his charge was expunged along with four other DWI charges.

The Lexington Park Vol. Rescue Squad EMTs are in the background attempting to save the life of a baby which turned gray and died despite their best efforts. Cyrus was heading north from the Green Door when he crossed the center line and hit a car carrying the baby in a car seat located in the back seat. Maryland law has allowed this dirtbag to have his lawyer, David Densford, now a Circuit Court Judge, to have his driving while intoxicated convictions expunged from his record.

DRUG DEALER WILLIAM RUSSELL HOBBS CONVICTED
OF DISTRIBUTION, NETS FOUR YEARS IN SLAMMER – picked up new DWI charge
William Russell Hobbs, 31 (DOB 02/16/1988) of 44582 Deerfield Lane, Leonardtown, Md., was arrested for DWI by alcohol/drugs by Tfc Allison Oyler on Oct. 30, 2019, as he operated a 2001 Ford on Md. Rt. 5 at Md. Rt. 249 in Callaway, Md., at 8:37 pm. Hobbs also was charged with criminal possession of drugs other than marijuana (such as heroin, cocaine, meth, etc.) Various other traffic charges, including citations for negligent driving, driving without a driver’s permit, and driving while suspended, were provided to Hobbs by the Trooper. A court date has been set for Dec. 12, 2019, in St. Mary’s District Court in Leonardtown, Md.

William Russell Hobbs, (DOB 02/16/1988) of 15914 Camp Merryelande Road, Piney Point, Md. was arrested on St. Mary’s County Circuit Court Grand Jury indictments for multiple counts of “Distribution of Heroin” on May 10, 2014. St. Mary’s Sheriff Investigators were Deputies Milton Pesante, Russell Trow and Thomas Seyfried. Hobbs employed Daniel A. M. Slade as his attorney to work out a plea deal with St. Mary’s States Attorney Richard Fritz. On Halloween, an appropriate day for justice to be served in St. Mary’s Circuit Court, (Oct. 31, 2014) Hobbs entered a plea of guilty to felony drug distribution. THE DEAL: Hobbs was sentenced to eight years in the Maryland prison system, with all but four years suspended, credit given for 164 days served in the Hotel St. Mary’s while awaiting trial. The deal also called for probation for four years. Court records show that on April 3, 2018, Hobbs violated the terms of his probation. Capt. Daniel Alioto reported that Detectives conducted several months-long investigations into drug activity and possible distribution at a Hollywood, Md. residence. The targets of the investigation were identified as William Russell Hobbs (Age 26) and Karen Lynn Dale (Age 28). A search and seizure warrant was obtained and executed with the assistance of the St. Mary’s County Sheriff’s Office Emergency Services Team, K-9 deputies and Vice/Narcotics Support Team members. Heroin, syringes, marijuana, a digital scale with heroin residue and cocaine, related paraphernalia, a loaded rifle, and a cellular phone were recovered. Due to the condition of the home and the poor conditions four children (Ages 10 to 9 months) were forced to live in, Child Protective Services were contacted and responded. As a result of their investigation, the children were removed from the home.
• Alester Demetrius Johnson, 29, of Lexington Park, MD was arrested by Tfc J. Powis on 11/1/2019.
• Reginald Brian Jackson Jr., 46, REPEAT DWI DRIVER OFFENDER ALERT (DOB 08/08/1973) of 22030 Oxford Court Apt. 12A, Lexington Park, Md., was arrested by Tfc M. Manning on Nov. 1, 2019 at 9:48 pm as he operated a 2016 Hyundai on Rt. 235 at Tom Hodges Drive in Hollywood, Md. Jackson will court action on Jan. 10, 2020.
- Reginald Brian Jackson Jr. was arrested for DWI by Maryland State Trooper S. Flash as he operated a 2008 Cadillac on U.S. Rt. 301 south of McKendree Drive in Prince Georges County on Nov. 23, 2017, at 8:16 pm. The trial was delayed as Jackson failed to appear in 2018 and a new trial was set, and Jackson employed the noted criminal defense attorney and former prosecutor Hamad Matin of La Plata to be his mouthpiece. As a result, Prince Georges County’s States Attorney Aisha Braveboy dumped the two DWI charges on March 1, 2019, in spite of public declaration of cracking down on DUI drivers, but in all fairness, Braveboy made the declaration when TV cameras were turned on and interviewing her following the conviction of a DWI driver who killed three children. In this case of Reginald Brian Jackson Jr., no TV cameras were around. A companion charge of negligent driving that led to a traffic collision was also dropped by Braveboy, who obviously is not a boy nor is she brave in the effort of protecting the public from DWI drivers in the courtroom.
• Jason Patrick Leymeister, 24, (DOB 03/07/1995) of 13321 Hill Road, Newburg, Md., was arrested by Tfc B. DiToto on Nov. 2, 2019, for DWI as he operated a 1999 Ford on Md. Rt. 234 at Md. Rt. 236. Leymeister has a court date on Jan. 8, 2020.
• Chanel Marie Adams, 37, of 45029 Blake Creek Road, Leonardtown, Md., was arrested by Tfc Allison Oyler on Nov. 4, 2019, for DWI and charged with four counts of possession of drugs (not marijuana) and paraphernalia. Adams was operating a 1996 Honda on Rt. 246 at Pleasant Mill Drive when stopped at 5:15 am. A trial on these drug charges has been set for Jan. 30, 2020.
According to St. Mary’s Sheriff Tim Cameron, on October 18, 2018, Cpl. James Stone made contact with a witness who was conducting roadside work in the 17000 block of Piney Point Road in Piney Point, Md. The witness stated a vehicle came through operated by Chanel Marie Adams, and she proceeded to run over several orange cones on the shoulder of the roadway and nearly struck another worker in the area. That worker had to move out of the way to avoid being struck by Adams. While on the scene, the vehicle again returned to the area and Cpl. Stone stopped the vehicle and made contact with the operator, Chanel Marie Adams, 36, of Leonardtown. Cpl. Stone recognized the odor of marijuana, and a search conducted yielded a small rock of suspected cocaine where Adams had been sitting. Adams was arrested and charged with various traffic offenses and CDS Possession-Not Marijuana.
Chanel Marie Adams (DOB 03/11/1982) was indicted by the St. Mary’s County Grand Jury on June 4, 2014, for drug distribution following an investigation by St. Mary’s Sheriff’s Deputies Thomas Seyfried and Shawn Moses. In a plea deal with St. Mary’s States Attorney Richard Fritz on Oct. 27, 2014, Adams entered a guilty plea to drug distribution and a possession charge was dropped. THE DEAL: Adams was sentenced to prison for seven years with all but three years suspended.

DRUG CHARGES DROPPED BY FRITZ
• Patrick Wayne Donovan (DOB 06/06/1968) was arrested on a warrant on criminal drug possession charges (not marijuana) for an incident that took place on Aug. 18, 2019, by Tfc. Christopher Ditoto. St. Mary’s States Attorney Richard Fritz dropped all drug charges on November 5, 2019.
• Patrick Wayne Donovan was charged with six counts of drug possession on July 6, 2018, by St. Mary’s Sheriff Deputy Daniel Sidorowicz. With Leonardtown attorney, the Gunslinger Lawyer Kevin J. McDevitt as his mouthpiece, Donovan’s charges were all dropped on Oct. 26, 2018.
• Donovan was served with a citation for DWI on June 19, 2019, for a violation that took place on July 5, 2018.
• A District Court Judge ordered on Oct. 17, 2019, that Patrick Donovan, before the court in a child abuse domestic violence case, surrender his firearms, participate in a domestic violence program, stay away from any visitation or custody of his child and any employment or home of the petitioner
