DIRTBAG ROUNDUP: Fairfax Police arrested convicted violent sex offender Benjamin Garrett who was lurking in Aldrin Elementary School

RESTON, VA. – Fairfax County Police report that a dangerous and violent sex offender was caught luring in the Aldrin Elementary School located at 11375 Center Harbor Road, Reston, Va., on Nov. 22, 2019, at 3:54 p.m.

Police say that the suspicious man followed someone into the school and was confronted by a staff member and the man left the school when asked but remained on school property.

Fairfax Police Officers arrived and located Benjamin T. Garrett, 29, (DOB 12/06/1989) of Washington D.C., as he was walking away from the school.

 Officers determined that Garrett is a registered sex offender and was wanted on an outstanding warrant from another jurisdiction. Garrett was arrested by Officer J. D. Harrell and charged with a felony charge of entering school property after a violent sex offense conviction. He is being held at the Fairfax County Jail without bond. Garrett has a preliminary bond hearing on Nov. 25, 2019, and another hearing set for Jan. 13, 2020.

Benjamin T. Garrett’s most recent trial in the District of Columbia Superior Court was on Dec. 20, 2018, when he entered a guilty plea to indecent exposure when he was sentenced by Judge Renee Raymond to time served.  Garrett had been arrested by District of Columbia Police Officer Bernard Wright on June 27, 2018, at 6201 Banks Place NE, Washington, D.C. as he exposed himself in front of the Marvin Gaye Recreation Center.

Court documents reveal the events of the day:
On June 27, 2018, Metropolitan Police Officer Grable was flagged down near the Marvin Gaye Recreation center by a female who was reporting that there is a male exposing his penis in front of the recreation center.

Officer Grable responds to 1560 First Street SE where he encountered several females pointing down the sidewalk to a black male wearing a gray shirt advising that he exposed his penis. Officer Grable stops the Defendant on the corner of 61st and East Capitol Street NE.

The complainant was inside of the Marvin Gaye Recreation Center and reported that the Defendant exposed his penis to her, and she took photographs of him.

Detective Kennedy and Detective Boyd from the Sexual Assault Unit were requested to respond to the scene. Detective Kennedy and Detective Boyd conducted an audio-recorded interview with the complainant. The complainant reported that she pulled up in front of the recreation center where she is employed. The complainant remained in her vehicle with her windows rolled down. The complainant heard a male voice repeatedly say, “excuse me.” The complainant looked to her passenger side window and saw the Defendant standing in front of her passenger side window with his penis exposed, stroking his penis while looking at the complainant. The complainant drove off and went around the block to get away from the Defendant. The complainant then went back to the location and observed the Defendant, still in the same location with his penis exposed. The complainant threatened to take a photograph of the Defendant and the Defendant turned toward the complainant while holding his penis and said, “Do it. “

Witness I reports that he came outside after the complainant told him about the Defendant. When he came outside, he saw the Defendant with his penis exposed masturbating. Witness I told the Defendant that he shouldn’t be doing that because there are children coming in and out of the location. Witness I described the Defendant as being extremely incohesive and high on drugs.

The complainant provided Detective Kennedy with two photographs taken of the Defendant showing his exposed penis. The Defendant that was stopped by Officer Grable is the same person that the complainant took a photograph of on the scene. The Defendant was arrested and transported to the Sixth District Station for processing.

Detective Kennedy and Detective Boyd responded to the Sixth District cell block to attempt to conduct a custodial interview. Officer Grable advised the Defendant upon Detective Kennedy and Detective Boyd’s approach that he needs to stop touching his penis inside of his pants because females were approaching. Once the Defendant saw Detective Kennedy and Detective Boyd, he sat up on the bench, exposed his penis and began to masturbate while looking at the female Detectives. The Defendant was taken to the cell without being interviewed.
