DIRTBAG ROUNDUP: Sex offender Kevin Manning decided to audition for appearance in prison with a special video production of burglarizing homes

TILGHMAN, MD. – It might be too late for a nomination for an Academy Award this year, but who knows, this ex-con and determined and persistent dirtbag might win in 2021.

Talbot Sheriff Joe Gamble reports that on Monday, January 27, 2020, Deputies from the Talbot County Sheriff’s Department, Patrol Division with the assistance from the Maryland State Police, Easton Barrack, responded to the 5600 block of Leeward Lane, Tilghman, Talbot County, Maryland in reference to a burglary in progress.

 Deputies learned from the victim that a suspect was revealed through video surveillance footage that was protecting the home. 

The suspect was identified as Kevin Hamilton Manning, 29, (10/31/1990)of 21284 Philips Road, Tilghman, Maryland.

 Deputies learned that Manning fled the victim’s residence on foot and requested the assistance of the Easton Police Department, K-9 Unit to complete a K-9 track for the suspect.  Deputies were able to locate Manning in the 21000 block of Sinclair Avenue, Tilghman, Talbot County, Maryland.  Manning was placed under arrest and transported to the Talbot County Sheriff’s Office.  

Detectives from the Talbot County Sheriff’s Office, Criminal Investigations Division were able to find that on Sunday, January 26, 2020, Manning allegedly attempted to break into the same victim’s address in the 5600 block of Leeward Lane, Talbot County, Maryland, but was unsuccessful.  Detectives were able to obtain video surveillance footage of this incident as well.

Detectives from the Talbot Sheriff’s Department Criminal Investigations Division executed a search and seizure warrant at a residence in the 21000 block of Phillips Road, Tilghman, Talbot County, Maryland, in reference to this burglary investigation.  Pursuant to the execution of the search and seizure warrant, Detectives were able to link Manning to another burglary that occurred on January 14, 2020, at a residence in the 21000 block of Seth Avenue, Tilghman, Talbot County, Maryland. 

Manning was subsequently charged with the following criminal charges by Detectives:

•             Attempted First Degree Burglary

•             Attempted Third Degree Burglary

•             Second Degree Burglary

•             Three Counts of Fourth Degree Burglary

•             Rogue and Vagabond

•             Violation of the Maryland Sex Offender Registry

Manning was subsequently transported to the Talbot County Detention Center for booking and processing.  Manning was seen by the Talbot County District Court Commissioner for his initial appearance and was held without bond pending a bail review at the Talbot County District Court.

The taxpayers of Maryland are providing the accused dirtbag burglar with a free attorney.

Manning entered a guilty plea to a fourth-degree sex offense in Anne Arundel County Circuit Court on Aug. 23, 2016, and in the plea deal with the Anne Arundel States Attorney Wes Adams got a year in jail.  On the same date with the same prosecutor, Manning entered a guilty plea to felony burglary and was sentenced to 20 years in prison with all but five years suspended – which obviously he didn’t serve as this is the Maryland Alice in Wonderland Judiciary where everything is run by the Mad Hatter.
