Montgomery County Police Newsbeat: Repeat offender DWI arrests for February 2020

DWI REPEAT OFFENDER

DAVID ALEXANDER PEREZ, 26, (DOB 02/03/1994) of 18647 Turmeric Court, GERMANTOWN, MD., was arrested on Feb. 13, 2020, for failing to appear for trial on Aug. 1, 2019, and again on Oct. 24, 2019, for a DWI-Alcohol, reckless driving issued on May 11, 2019, at 12:53 am.  Perez was operating a 2016 Ford on Cordell Ave. at Woodmont Ave. when he was arrested by Montgomery County Police Officer J. Johnson.  On Aug. 8, 2019, Perez entered a guilty plea to driving without a permit while under suspension and failing to attend Driver Improvement Program.  In a plea deal with Montgomery County States Attorney John McCarthy, Perez was given zero jail time and fined $200.00.

David Alexander Perez was arrested for DWI, reckless driving and other charges on July 17, 2017, by Montgomery County Police Officer D. Schramm as he operated a 2008 Honda on Bel Pre Road at Layhill Road.  In a plea deal with States Attorney McCarthy, Perez entered a guilty plea to DWI on Jan. 9, 2018. THE DEAL: Perez was given a verdict of Probation Before Judgment with zero jail time and zero fine. The Taxpayers of Maryland provided his free attorney to arrange the deal with the feckless and ineffective prosecutor who makes bold statements about DWI drivers when TV cameras are rolling.

David Alexander Perez entered a guilty plea to possession of fewer than 10 grams of marijuana on Oct. 28, 2019, and was given a verdict of Probation Before Judgment and a zero fine in District Court for Montgomery County.

DWI REPEAT OFFENDER

JOHNSON F. MENSAH, 39, (DOB 05/08/1980) of 18600 Pier Point Pl., UPPER MARLBORO, MD., was apprehended on 02/13/2020, DWI-ALCOHOL for charges originally filed on Feb. 22, 2017, in Montgomery County Circuit Court.  Mensah entered a guilty plea in District Court on Jan. 13, 2017 in a plea deal with States Attorney McCarthy. THE DEAL: Mensah was given a verdict of Guilty and sentenced to sixty days in jail with 50 days suspended and a fine of $500. Court records show that Mensah never paid the fine and was cited for violating the terms of his probation and failing to appear for trial on Oct. 22, 2019.

Johnson F. Mensah was cited for DWI by Montgomery County Police Officer Robert Sagona on May 4, 2014, at 4:12 am as he operated a 2006 Dodge at 8036 Park Lane.  In a plea deal with Montgomery States Attorney McCarthy, on Sept. 18, 2014, Mensah entered a guilty plea to DWITHE DEAL: Mensah was sentenced to twelve days in jail and zero fine. A free attorney provided by the Taxpayers of Maryland provided an attorney for this deal.

Johnson F. Mensah was charged by a Maryland State Trooper on Nov. 6, 2008, at 3:36 am with DWI as he operated a 2008 Honda eastbound on U.S. Rt. 50 at Rt. 201.  In Prince Georges District Court on July 31, 2009, Mensah entered a plea of guilty in a plea deal with the PG County States Attorney. THE DEAL: Mensah was given a verdict of Probation Before Judgment with zero time and zero fine.

FABRICE DIEUJUSTE SOW, 23, (DOB 07/29/1996) of 1310 Elm Grove Circle, SILVER SPRING, MD, was arrested for DWI-Drugs on Nov. 12, 2019, at 12:04 am by Montgomery County Police Officer H. Koops as he operated a 2015 Honda at 1620 East Randolph Road.  On Feb. 18, 2020, Sow failed to appear for trial as of Jan. 27, 2020 and was brought to court where he waived an attorney.

DWI REPEAT OFFENDER

ADRIAN CARL SMITH, 36, (DOB 03/21/1983) of 100 Block of EASTERN SOUTH, LAUREL, MD., 02/14/2020, DWI-ALCOHOL.  On Dec. 23, 2018, Smith was charged with Montgomery County Police Officer B. Patrick at 4:14 pm with DWI as he operated a 2001 Honda at 20215 New Hampshire Ave. On March 12, 2019, Smith failed to appear for trial. Smith was apprehended on Feb. 14, 2020, and was released from the Montgomery County Jail on Feb. 18, 2020, with the hope and expectation that somehow, he might appear on May 26, 2020, in Montgomery County District Court.

Adrian Carl Smith was charged with DWI on May 10, 2009, and on May 23, 2010, he entered a guilty plea in Rockville District Court in a plea deal with the Montgomery County States Attorney. THE DEAL: Smith was given a verdict of Probation Before Judgement with a fine of $1,000 with $650 of the fine suspended and zero time.

DWI REPEAT OFFENDER

NETASHA LYNETTE GUTRICK, 29, (DOB 06/20/1990) of 19000 Block of Laurel Grove Terr., GERMANTOWN, MD, 02/19/2020, DWI-ALCOHOL.   Gutrick was arrested on Feb. 19, 2020, as a result of failure to pay suspension and therefore a violation of probation. Gutrick entered a guilty plea to DWI on Dec. 6, 2018 and was given a 60-day suspended sentence and fined $500.00 with $300 of the fine suspended.

Netasha Lynette Gutrick of 12713 Feldon Street in Silver Spring, Md., was arrested for DWI on May 3, 2018, at 3:12 am by Montgomery County Police Officer Brooks Wiggans as she operated a 2009 Toyota on Georgia Ave. at Connecticut Ave. in Wheaton, Md. In a plea deal with Montgomery County States Attorney John McCarthy on Dec. 6, 2018 Gutrick entered a guilty plea to DWI. THE DEAL: Gutrick was given a 60-day suspended sentence and fined $500 with $300 of the fine suspended. On Oct. 3, 2019, Gutrick failed to appear in court for a trial on violation of probation. On Feb. 19, 2020, Gutrick was apprehended and in a hearing waived having an attorney at a hearing which is now set for March 30, 2020.

DWI REPEAT OFFENDER

TONY LAWRENCE RUMPH, 55, 14900 Block of LONDON LANE, BOWIE, MD, 02/25/2020, DWI-ALCOHOL.

On March 29, 2013, Tony Lawrence Rumph (DOB 06/25/1964) a charge of DWI was reopened in Anne Arundel County Circuit Court.  In a plea deal with Anne Arundel States Attorney Anne Colt Leitess, Rumph entered a guilty plea to DWI on April 4, 2013.  Six other charges involving hit and run, and DWI were dropped as part of the plea deal.  Rumph was put on supervised probation for two years.  On Dec. 12, 2013, a bench warrant was issued for his arrest as a result of a violation of the terms of his probation.

Tony Lawrence Rumph entered a guilty plea to DWI in Howard County District Court on July 16, 1996, following his arrest by a Howard County Police Officer April 1, 1996.

DWI REPEAT OFFENDER

MARVIN ANTONIO HERNANDEZ, 32, (DOB 07/17/1987) of 3921 39th Place, #5, Hyattsville, Md., 6100 Block of Breezewood Drive, GREENBELT, MD., 02/24/2020, DWI-ALCOHOL.  Marvin Antonio Hernandez was arrested for DWI on Sept. 29, 2019, at 12:02 am as he operated a 1996 GMC on Woodberry Street at 23rd Ave. in Hyattsville, Md. Hernandez failed to appear for trial on Feb. 2, 2020. On Feb. 25, 2020, following his apprehension, he posted bond and was released from jail.

Marvin Antonio Hernandez was found guilty of DWI in Prince Georges District Court on Jan. 7, 2010, fined $200 and given a verdict of Probation Before Judgment.

RONALD ALEXANDER MARTINEZ-CRUZ, 38, (DOB 07/26/1981) 14313 BAUER DR., ROCKVILLE, MD., 02/26/2020 DWI-Alcohol. Martinez-Cruz was cited on Feb. 26, 2020 for driving while his license was suspended and failing to attend Driver Improvement Program due to prior violations.

 A trial date of April 7, 2020, is pending for Martinez-Cruz for a citation issued by Maryland State Trooper J. Quase on Aug. 19, 2019, at 3:07, am when he was caught speeding at 106 mph in a 55-mph zone on the Washington Beltway at River Road, along with his arrest for DWI. A trial set for Nov. 12, 2019, resulted in a suspension due to Martinez-Cruz failed to appear. In spite of Martinez-Cruz failing to appear for trial before, when he was rounded up by police, he was released once again from the Montgomery County Jail when he posted bond.
