Bryan Anthony Tinnerman, 30, (DOB 09/15/1990) of 23535 Kingston Lane, California, Md., arrested for DWI by St. Mary’s Sheriff’s Department Deputy Warren Forinash on October 4, 2020 at 2:59 am. Tinnerman has signed up Calvert County Orphans Court Judge Ted LeBlanc to be his attorney for this DWI arrest. Hopefully, Tinnerman won’t add to his record with future DWI arrests which could lead to him creating orphans. A trial in District Court for St. Mary’s has been set for February 12, 2021.

Joshua Adam Sparks, 25, (DOB 07/11/1995) of 23325 Brown Road, Hollywood, Md., for DWI drugs and by St. Mary’s Sheriff’s Department Deputy B. Haas on October 16, 2020, at 7:57 pm as he operated a 1997 Red Jeep Cherokee in the parking lot of McKay’s Food and Drugs in Hollywood, Md.  The trial is set for January 28, 2021, in St. Mary’s District Court.  Sparks also has a pending pot possession arrest by St. Mary’s Sheriff’s Department Deputy Warren Forinash for a January 7, 2021 trial in District Court. The case is a payable citation for possession of less than 10 grams of pot.

 Jennifer Marie Burgess, 39, (DOB 06/23/1981) of 11512 Sidewinder Court, Lusby, Md., DWI-drugs by St. Mary’s Sheriff’s Department Deputy Robert Chase on October 16, 2020, at 11:59 am as she operated a 2008 Yaris at 45086 Voyage Path, a housing project just off of FDR Blvd, in California, Md.  A court date has been set for February 16, 2021.

Chandra Lynn Novakowski, 50, (DOB 09/1970) of 24111 Speith Road, Hollywood, Md.- DWI Alcohol by St. Mary’s County Sheriff’s Department Cpl. K. Flerlage on October 27, 2020, at 6:39 pm as she operated a 2019 Hyundai Elantra on Rt. 235 at Speith Road. A trial has been set for February 3, 2021, in St. Mary’s District Court.

 Novakowski was arrested for DWI on March 23, 2018, at 4:55 pm by St. Mary’s Sheriff’s Department Deputy Robert Chase as she operated a 2018 Dodge Nitro on Rt. 235 at Hermanville Road. With Leonardtown attorney Alfred Shane Mattingly as her mouthpiece in St. Mary’s District Court on October 30, 2018, a plea deal with St. Mary’s States Attorney Richard Fritz was cooked and served. THE DEAL: Novakowski entered a guilty plea to DWI and was sentenced to 60 days in jail with all the jail time suspended.

DWI and Drug Arrests in Two States

Wilbert Johnson Hartman III, 35 (DOB 10/31/1985) of 46443 Sell Drive, Lexington Park, Md., DWI – drugs by St. Mary’s Sheriff’s Department Cpl. Elizabeth O’Connor on October 27, 2020, as he operated a 2007 Acura on MD. Rt. 235 at Chancellors Run Road at 8:21 am.

WILBERT-JOHNSON-HARTMAN III arrested in Calvert County while overdosing on drugs and operating a vehicle in Solomons Md on Nov. 9, 2020

 On November 9, 2020, Hartman was busted for heroin and DWI-drugs when stopped while southbound on Md. Rt. 4 at Creston Lane in Solomons by Calvert Sheriff’s Department Deputy H. Wilder

A bond of $5,000 was posted by a resident of Bealeton, Virginia and he was released from the Calvert County Jail on November 13, 2020.  

Calvert Sheriff Mike Evans reports that on November 9, 2020, Calvert County Emergency Communications received reports of two male subjects that appeared to be overdosing in the parking lot of KFC/Taco Bell in Solomons.

The subjects were reported to leave in their vehicle, driving south on Solomons Island Road. Calvert Sheriff’s Department Corporal Rector located the vehicle and observed the driver all over the roadway. Corporal Rector conducted a traffic stop of the vehicle under the Thomas Johnson Bridge. Deputy Wilder arrived on the scene to assist in the traffic stop and observed the male subjects had already exited the vehicle. Deputy Wilder observed the driver, Wilbert Johnson Hartman (35), to have glassy eyes and slurred speech. A search of Hartman’s person was conducted resulting in a small plastic bag containing a small white rock suspected to be cocaine. A search of the vehicle resulted in two cut red straws containing white residue, as well as a used dose of Naloxone. Hartman was placed under arrest and transported to the Calvert County Jail where he was charged with CDS: Possession- Not Marijuana, and CDS: Possession of Paraphernalia.

Hartman may have set a record for driving while suspended and without a permit in both Maryland and Virginia. On July 8, 2014, Hartman was found guilty in Culpeper Circuit Court of felony possession of narcotics and sentenced to ten years in prison with all of the jail time suspended.  Hartman has so many cases in Virginia, in various counties, of failing to return to jail or appear in court when violating the terms of his probation that it raises the possibility that the Judges in Virginia who repeatedly have failed to keep him in the hoosegow ought to be jailed themselves for committing fraud on the taxpayers for failing to enforce the law.

John Michael Willette, (DOB 2806/24/1992) of 18065 Rivershore Drive, Piney Point, Md.  DWI-Alcohol by St. Mary’s Sheriff’s Department Deputy Dep. Michael Rycyzyn on October 29, 2020, as he operated a 2019 Honda on Point Lookout Road at Adkins Road at 2:06 pm.  Willette was also cited for failing to drive right of center and failing to remain on the scene of a personal injury crash.

Michael Eugene Abell DWI-drugs by St. Mary’s Sheriff’s Department Deputy Andrew Budd.

Michael Eugene Abell, 58, (DOB 05/10/1962) of 23768 North Patuxent Beach Road, California, Md., DWI-DRUGS by St. Mary’s Sheriff’s Department DFC. Andrew Budd on October 15, 2020., was stopped on FDR Blvd. at Rt. 235 as he operated a 2002 Trailblazer at 2:59 am.  

Abell was given Probation Before Judgement in Calvert District Court on July 15, 2019, when arrested by Calvert Sheriff’s Department Deputy N. Barger for driving while his license was suspended in a plea deal with Calvert States Attorney Andrew Rappaport.  THE DEAL: No jail time, no fine, and unsupervised probation for one year.  

Abell entered a guilty plea to an identical charge in Calvert District Court on May 17, 2018, in what court records reveal to be an annual event.  This plea deal was approved by Calvert States Attorney Laura Martin.  THE DEAL: Ten days in jail with all ten days suspended and one year of unsupervised probation for one year.

Abell entered a guilty plea to felony theft in St. Mary’s Circuit Court on April 19, 2002, in a plea deal with St. Mary’s States Attorney Richard Fritz and his Leonardtown attorney Julian Isadore, who has since been disbarred for cleaning out the estate of a client.  THE DEAL: Abell was sentenced to five years in prison with all but one year suspended.

According to court records, Abell is currently incarcerated in the Calvert County Jail under the order of Circuit Court Judge Chandlee who revoked pre-trial release on child support enforcement when Abell failed to appear for a court hearing on November 2, 2020.

Shane-Daniel-Blodgett-43-of-Hollywood-Md.-charged-with-DWI-alcohol-and-impaired-by-drugs-by-St.-Marys-County-Sheriffs-Department-Deputy-Fretwell-on-October-5-2020.

Shane Daniel Blodgett, 43, (DOB 09/28/1977) of 24524 Ruff Ruff Lane, Hollywood, Md., charged with DWI-alcohol and impaired by drugs by St. Mary’s County Sheriff’s Department Deputy James Fretwell on October 5, 2020, at 10:36 pm as he operated a 2008 Chevy on Golden Beach Road at Jarrell Drive.  Blodgett has hired the ‘Gunslinger Lawyer’, Kevin J. McDevitt, of Leonardtown, to be his mouthpiece in court on January 19, 2021.

Blodgett was arrested on DWI-drugs, drug charges, drugs other than marijuana, by St.  Mary’s Sheriff’s Department Deputy Andrew Budd on September 14, 2020.  The trial for these charges is set for Christmas Eve and it will be up to the Gunslinger Lawyer McDevitt to keep his client out of the slammer and avoid getting coal in his stocking.

Christopher Paul Forrest, 45, (DOB 11/02/1975) of 13553 Point Lookout Road, Ridge, Md., DWI-Alcohol by St. Mary’s Sheriff’s Department DFC. Lawrence on October 6, 2020.  Forest was arrested for DWI-Alcohol by St. Mary’s Sheriff’s Department Deputy Tyler Westphal on July 26, 2018, at 12:38 am when he was stopped on Baldridge Street at Rt. 245 not far from the St. Mary’s County Jail, which was a harbinger of things to come.  On November 28, 2018, Forest got a plea deal from St. Mary’s States Attorney Richard Fritz and entered a guilty plea to DWI.  THE DEAL: 335 days in jail.  On June 4, 2019, a bench warrant was issued for Forest for violation of his probation and he was arrested and ordered held without bail on June 24, 2019.
