COURT NEWS: Rape in the parking lot of FOP Lodge Results in Former PGPD Officer Richard Tallant Sentenced to Seven Years in Prison: Federal Jury Finds for Victim in 2024

Kara Lynn McMurray wins damages from Tallant and PG County

FROM NBC4: A federal jury awarded a former Prince George’s County police officer hundreds of thousands of dollars after she said she was retaliated against for reporting a sexual assault by another officer.

McMurray spoke on camera for the first time a day after winning a verdict against a former officer and Prince George’s County. News4 blurred her face to protect her privacy.

She said she reported a sexual assault by a lieutenant outside the county Fraternal Order of Police lodge in 2017 and was bullied, harassed, and forced to quit her job.

“It’s a relief now that I can not have to think about that, and try to step away from it. Really now, I can start to heal,” she said.

During the civil trial in Greenbelt, McMurray claimed her rights were violated and that there was an effort to force her out through rumors and name-calling, including calling her a snitch, and threats that she would not be backed up by other officers if she needed help. She resigned in 2021.

“What I experienced in that department, nobody should ever have to go through. And if I didn’t stand up for myself and for others, this was just going to keep happening,” she said.

The jury found for McMurray in her claims about a hostile work environment, retaliation, and that the department was “deliberately indifferent” to the practice of “blackballing” officers who report other officers for misconduct.

“According to the testimony of a couple of the witnesses, it’s a problem that continues to this today, so I think that that’s a problem that the country should take a look at,” her attorney, Christopher Griffiths, said.

Richard John Tallant v. State of Maryland
Special Court of Appeals

UPPER MARLBORO, MD – A  Prince George’s County judge sentenced 46-year-old Lt. Richard John Tallant, of Upper Marlboro, a Prince Georges County police officer, to a total sentence of ten years, suspending all but seven years, in prison for sexually assaulting a female police officer. Tallant was allowed to retire while he was under investigation.

“I am pleased that we were able to secure justice for this brave survivor of sexual assault.  I hope that the courage she has demonstrated throughout this entire process inspires other women and men who find themselves in similar situations to come forward,” said State’s Attorney Alisha Braveboy.  “My office is committed to seeking justice for all victims and survivors and will hold all abusers accountable, without regard to their profession. Victims of sexual assault, especially when a co-worker or supervisor is involved often choose to stay silent.  The victim may feel that they won’t be believed or will be ostracized.  I want all victims to know that my office will listen, we will make appropriate charging decisions and we will zealously pursue justice on their behalf because we are not afraid to stand up and fight for you.”

Upon release, Tallant will be on four years of supervised probation and a mandatory psychosexual evaluation.  He is also sentenced to a lifetime of supervision on the sex offender registry.

FEMALE UNDER ATTACK WAS SAVED BY TWO OTHER OFFICERS

In the early morning hours of February 10, 2017, Tallant attacked the victim outside of the Fraternal Order of Police Lodge 89 in Upper Marlboro. Tallant tackled the victim to the ground, used his body to pin her down, and sexually assaulted her. The assault was interrupted by two other officers.

The Prince George’s Police Department’s Internal Affairs Division (IAD) immediately launched an investigation and suspended Tallant’s police powers after learning of the allegations in April of 2019. IAD brought the matter to the State’s Attorney’s Office for consideration of criminal charges at the conclusion of their internal investigation.

After a separate investigation by the State’s Attorney’s Public Integrity Unit, the case was presented to a grand jury, where Tallant was indicted.

Public Integrity Unit Chief Renee Joy and Assistant State’s Attorney John Grochowski successfully prosecuted this case in December of 2019.
