Following the events of January 6, 2021, the FBI published numerous “be on the lookout” (“BOLO”) bulletins asking the public for assistance in identifying individuals who participated in the riot at the Capitol. On or about January 7, 2021, the Office of the State’s Attorney for Harford County in Bel Air, Maryland submitted a tip to the FBI that facial recognition software identified two Maryland residents as possible matches for BOLO photo # 14, published by the FBI on January 6, 2021. A copy of the BOLO and a standalone of photo #14 are provided below:

    minutes 59 seconds in the same video, REEDER states: “Just left the Capitol, I was one of the last
    people out. I was in there for over half an hour. I got gassed several times inside the Capitol, many
    times outside the Capitol. Got shot with pepper balls. It was fucking nuts. We had to do…ah…

TWO POPES INDICTED IN CAPITOL RIOT; William Pope tipped off the FBI that he was part of the mob that invaded the Capitol but left voluntarily...what is there he doesn’t get about storming the joint was a no-no!

WILLIAM POPE was quoted in the article as sending the following text message, “I’ve reported myself to the FBI and remain loyal to the United States of America.” This appears to be a reference to a message WILLIAM POPE left on the FBI internet tip system to report criminal activity connected to the January 6, 2021, riot. Specifically, on January 12, 2021, WILLIAM POPE left the following message:
“I would like to turn myself in. I was in the Capitol on January 6. I did not damage any property or engage in any violence. I am loyal to the United States and was only there to exercise my freedom of speech. I left the building voluntarily.”

WILLIAM ROBERT NORWOOD III bragged about assaulting officers, stole police vest and shield as souvenirs of his storming Capitol building

Following the January 6, 2021 attack on the Capitol, your affiant received and reviewed a large volume of tips submitted by members of the public. On January 16, 2021, your affiant received a tip from J.D. claiming that his/her relative, T.D., had received text messages from T.D.’s brother—later identified as William Robert NORWOOD III (NORWOOD)—in which NORWOOD claimed to have assaulted federal officers on January 6, 2021. Your affiant then
directed FBI special agents in South Carolina to interview J.D.
On January 19, 2021, FBI special agents interviewed J.D., who informed the agents that J.D. was at dinner with T.D. when T.D. began sharing how T.D.’s brother had claimed to do “terrible things” inside the U.S. Capitol, including assaulting law enforcement officers. Later that day, FBI special agents conducted a follow-up interview with T.D. T.D. provided a telephone number for NORWOOD: 864-237-4868. T.D. also presented the interviewing agents
with multiple text messages, which the agents then photographed and provided to your affiant for review.

As depicted in these text messages, on January 7, 2021, at 9:08 a.m., NORWOOD—saved as “Robbie” in T.D.’s phone—tells a group text message thread: “It worked… I got away with things that others were shot or arrested for.” (Photo 2). Later, at approximately 9:12 a.m.,
NORWOOD tells the group: “The cop shot a female Trump supporter. Then allowed ‘ANTIFA Trump supporters’ to assault him. I was one of them. I was there. I took his shit.” (Photo 3). NORWOOD then sends a “selfie” photo of himself wearing what appears to be a U.S. Capitol Police tactical vest underneath a zipped-up camouflage jacket. (Photo 3).
Later on, in the text message thread, NORWOOD tells the group: “I fought 4 cops, they did nothing. When I put my red hat on, they pepper balled me.” (Photos 4 & 5). A couple of messages later, NORWOOD tells the group, “I got a nice helmet and body armor off a cop for God’s sake and I disarmed him. Tell me how that works.” (Photo 6).

JEFFREY MCKELLOP charged with gearing up for battle as part of invasion mob into Capitol

Within approximately 48 hours after the issuance of Figure 3, the FBI received two online tips identifying the subject in Figure 3 as JEFFREY MCKELLOP. The first individual, hereafter Witness 1, remained anonymous but indicated Witness 1 knew MCKELLOP from in-person contact for approximately 6 years and described him as a retired U.S. Army Special Forces soldier and a military contractor who, at times, works overseas, and resides in Fishersville, Virginia, which is located near Staunton, Virginia. The second individual, hereafter Witness 2 stated that MCKELLOP was a retired U.S. Army Special Forces soldier with whom Witness 2 served from 2001 to 2016. Witness 2 further stated in the tip that MCKELLOP was a military contractor and that Witness 2 last saw MCKELLOP overseas in 2018. Witness 2 was interviewed and further stated they were “99 percent sure” the individual depicted in Figure 3 was MCKELLOP and they could “recognize McKellop in a crowd,” “knew how McKellop carried himself,” and was familiar
with “McKellop’s face and facial expressions.” Witness 2 added they recognized MCKELLOP’S hair, with “grey whispers around the ears.” Witness 2 added the “kit,” specifically the helmet and ballistic vest worn by MCKELLOP in the BOLO photographs (Figure 3), was the same gear Witness 1 saw MCKELLOP wearing in an overseas combat zone in 2018.
Your affiant has confirmed the identification of the individual in the four photographs in Figure 3 as MCKELLOP. Specifically, your affiant has reviewed a copy of the photograph from MCKELLOP’s Virginia State Driver’s License and the physical description contained in the driver’s license information, and they appear consistent with the photographs and description of the individual in FBI BOLO# 215 (Figure 3). Further, law enforcement responded to the reported
residence of MCKELLOP in Fishersville, VA, and observed at the reported residence an individual matching both the driver’s license photograph for MCKELLOP and the photograph in Figure 3.
During the course of the investigation, your affiant identified additional footage from social media platforms depicting MCKELLOP in the vicinity of the Capitol on January 6, 2021.
The first time MCKELLOP comes into view is in the background of the recorded video (Figure 6). Like in Figures 2 and 3, in Figure 6 MCKELLOP is carrying flagpole that has at least two different types of flags attached: a “Blue Line National Flag,” and a thirteen-star “Betsy Ross” flag with the words “Trump. Keep America Great” printed on it. The same social media video recording captures close ups of MCKELLOP’S face (Figures 7 and 8).
