Baltimore City State’s Attorney Ivan Bates Issues Statement on the Sentencing of Elliot Knox

Knox was sentenced to the maximum penalty of two consecutive Life sentences without the possibility of parole for the murders of Officer Keona Holley and Justin Johnson

“Today’s sentencing of Elliot Knox conveys an unequivocal message that acts of violence, which have afflicted our communities, will not be tolerated. Especially acts that seek to harm or malign the women and men who serve our city honorably. My heart continues to be with the families as they work to heal, and I hope today’s sentence has brought a measure of closure for them. I commend ASA Kurt Bjorklund for securing this lengthy sentence and the Baltimore Police Department’s partnership in bringing closure to these cases. It is critically important to note that our office thoroughly reviewed and investigated all of the information Mr. Knox said at his sentencing, and we could not corroborate any of it. This sentence ensures that Mr. Knox will never be able to harm anyone in Baltimore again. OFFICER KEONA HOLLEY REMOVED FROM LIFE SUPPORT

Police Commissioner Harrison: Off Life Support

Baltimore, MD (December 23, 2021) – It is with heavy hearts that Commissioner Michael Harrison and the Baltimore Police Department announce that Officer Keona Holley has been removed from life support.

Her health has been deteriorating over the last couple of days and her family, in consultation with her doctors, has had to make the most difficult decision. Since Officer Holley’s shooting, Dr. Thomas Scalea and the medical staff at the Shock Trauma Center at the University of Maryland Medical Center have provided her with the best medical care in the world. The Baltimore Police Department thanks them for all of their efforts.

However, it was Officer Holley’s valiant fight for her life, which has brought her this far. Her strength, courage, and resilience are an inspiration to us all.

“Our prayers are with Officer Holley’s family and loved ones, co-workers, and the entire community. I thank her and the entire BPD community for their commitment, service, and sacrifice. We mourn Officer Holley’s death together and we will heal together,” said Commissioner Harrison.

Due to the tragic and traumatic events experienced by the BPD community over the last couple of weeks, the department is extending the offer of any support and assistance officers may need. Free and confidential counseling services are available for all BPD employees.

The BPD also continues to support Officer Holley’s family – as we do for all members of the force. The Signal 13 foundation is providing assistance to the family in their time of need. Baltimore, MD (December 16, 2021) — On December 16, 2021, at approximately 1:35 a.m., Southern District officers received a report of a vehicle crash in the 4400 block of Pennington Avenue and learned that a patrol vehicle had crashed and that the driver of the vehicle was an officer assigned to the Southern District.

That patrol officer appeared to be suffering from life-threatening gunshot wounds. Officers began to render aid and worked to get the officer to the University of Maryland Shock Trauma as quickly as possible.

The officer remains at Shock Trauma and is listed in guarded condition.

“This was a cowardly, brazen act to walk up and open fire on a police officer who was doing what we asked that officer to do – to go out to protect and serve,” said Commissioner Michael Harrison. “Our prayers are with the officer’s family. We are determined to find those responsible for this heinous crime and will not rest until we do.” “My heartfelt prayers go out to the officer’s family and fellow officers who selflessly risk their lives to safeguard our neighborhoods and build a better Baltimore,” said Mayor Brandon Scott. “Whoever committed this heinous act is a coward who must be brought to justice for our officer, the officer’s family, and our city. I have no doubt that our detectives will find those responsible, but we need anyone who has information to come forward and share it with us now. No family should be dealing with this pain, especially during the holidays. As a city, we owe it to our officer to quickly bring those responsible to justice.”

Governor Hogan Statement on the Introduction of Emergency Crime Legislation

ANNAPOLIS, MD—Governor Larry Hogan on Dec. 6, 2021, issued the following statement following the introduction of the “Violent Firearms Offender Act” and “Judicial Transparency Act” as emergency legislation during the special session of the Maryland General Assembly:

“People are being shot nearly every single day in Baltimore City, and we have an obligation to do something about it right now.

“Today, our administration has introduced emergency legislation to require tougher sentencing for violent offenders, specifically those who continue to commit violent felonies with guns, and to bring greater transparency to the sentences handed down by judges for all violent crimes.

“Passing these desperately-needed reforms has been a multi-year effort by our administration. An overwhelming majority of Baltimore City residents, and all Marylanders, strongly support these bills. We have all waited long enough. City leaders, the city delegation, and all members of the General Assembly must finally work with us to make our neighborhoods safer and to get these violent shooters off the streets.”

Southwest District Homicide Investigation
On December 16, 2021, at approximately 3:09 a.m., Southwest District patrol officers were called to the 600 block of Lucia Avenue for a report of a discharging of firearms.

Once at the location, officers located a 27-year-old male, unresponsive, suffering from gunshot wounds. Medics responded to the location and pronounced the victim dead on the scene. Homicide detectives are asking anyone with information to contact them at 410-396-2100 or Metro Crime Stoppers at 1-866-7Lockup.

Southern District Shooting Investigation

Baltimore Police reported that on December 16, 2021, at approximately 12:42 a.m., Southern District patrol officers were called to the 1300 block of Glyndon Avenue for a report of a shooting. Upon the officer’s arrival, they located a 22-year-old male, conscious and alert, suffering from an apparent gunshot wound. The victim was transported to an area hospital for treatment.
