BARRICADED THUG HAD INFANT INSIDE: Maryland officials gave one deal after another to this violent criminal; now Delaware has William Tulowitzky Jr behind bars for shooting at police

Delmar, DE– The Delaware State Police report that they have arrested 27-year-old William Scott Tulowitzky Jr. (DOB 10/05/1995) of 602 E. Gove Street, Delmar, Delaware, in connection with a domestic incident, which led to him barricading himself at his residence on the morning of Monday, October 31, 2022.  Tulowitzky has a long record of criminal offenses, including attempted murder and driving while impaired by drug arrests, with a 2021 plea deal on November 8, 2021, in Anne Arundel County resulting in the charge being placed on the Stet Docket by Anne Arundel County States Attorney Anne Colt Leitess.

The Delaware State Police report that on October 31, 2022, at approximately 9:15 am, Delmar Police Department responded to the residence of Tulowitzky on East Grove Street in reference to a physical domestic-related incident that occurred outside of a residence.

The female victim was assisted to safety by a nearby resident while the male suspect, William Tulowitzky, returned inside the residence where a 2-year-old child was located.

Police say that Tulowitzky refused to exit the residence when requested to do so by law enforcement, and he made threats to the officers if they attempted to enter the residence.

Shortly afterward, Tulowitzky began firing shots toward the outside of the residence, where numerous officers were positioned.

TROOPER FIRED INTO RESIDENCE WITH INFANT INSIDE

At that time, a trooper returned fire. There were no injuries resulting from the gunfire. Tulowitzky was barricaded inside the residence for approximately two hours while speaking on the telephone with a member of the Delaware State Police Conflict Management Team. At approximately 1 pm, the Delaware State Police Special Operations Response Team entered the residence and took the suspect into custody without incident.

The female victim and child were transported to an area hospital as a precautionary measure. Additionally, nearby schools were released early for preventive measures. Tulowitzky was transported back to Delaware State Police Troop 5, where he was charged with the following crimes:

  • Possession of a Firearm During the Commission of a Felon (Felony)
  • 7 counts of Aggravated Menacing (Felony)
  • Numerous domestic-related charges

Tulowitzky was arraigned at the Justice of the Peace Court # 3 and committed to the Sussex Correctional Institution on a $330,000 cash bond.

ATTEMPTED MURDER IN QUEEN ANNE’S COUNTY

The Queen Anne’s County Sheriff’s Department issued a Wanted Poster for Tulowitzky on October 21, 2020, for allegedly violating his probation on charges of attempted first-degree murder. In 2017, Tulowitzky stabbed Joseph Lanfranchi four times, three to the chest and once in the head. Lanfranchi approached the passenger side of a yellow Volkswagen parked on the side of Little Creek Road in Chester, according to a witness who said that he was pulled into the car and stabbed, and then ejected. Unknown persons later dumped Lanfranchi off at a hospital and fled.

Maryland court records reflect that on May 12, 2019, Anne Arundel County Police Officer L. Fowler stopped Tulowitzky as he operated a 2006 Kia on Old State Road at Wisdom Court and decorated him with ten traffic charges, including driving while impaired by drugs. Tulowitzky hired noted attorney Peter Sean O’Neill of Glen Burnie, who arranged a great plea deal on November 8, 2021.

Maryland Troopers and Queen Anne’s County Sheriff’s Department deputies responded to a residence on Price Station Road in Church Hill, Md. On December 6, 2017, and determined that William Tulowitzky Jr. was the primary aggressor in a domestic assault with his father.  Along with being charged with second-degree assault, he was charged with possession of heroin.

William Scott Tulowitzky Jr. entered a guilty plea in Queen Anne’s County Circuit on February 9, 2018, to a charge of possession of narcotics other than pot and was sentenced to one year in jail. He was arrested by Queen Anne’s County Sheriff’s Department Deputy T. Myers on January 10, 2018.  

On March 8, 2018, court records show that a petition was filed to commit him for drug and alcohol treatment, which was denied by Judge Thomas G. Ross, making jail a better option to keep the public safe from Tulowitzky.
