KNOXVILLE, Tenn. — The FBI is investigating after an agent shot and killed a wanted fugitive from Maryland in the Knoxville area Monday evening.

According to the FBI’s Knoxville Field Office, an agent shot and wounded Roy McGrath, 53, during an arrest. McGrath was taken to the hospital with a wound.

McGrath’s attorney, Joseph Murtha, later said McGrath died from his wounds.

“It is a tragic ending to the past three weeks of uncertainty. It is important for me to stress that Roy never wavered about his innocence,” Murtha said.

The FBI said the shooting happened around 6:30 p.m. Specific details have not been released.

Numerous unmarked black vehicles, Tennessee Highway Patrol cruisers, and paramedics were spotted in a parking lot near the Gold’s Gym just east of Farragut Monday evening off Canton Hollow Road.

Within a few weeks after the decision of former Maryland Governor Larry Hogan to drop his bid to run for President of the United States in 2024, citing his fear of his effort aiding the re-election effort of former President Donald Trump, Hogan’s former Chief of Staff Roy McGrath failed to appear in federal court for trial on charges of fraud. Within a week after McGrath vanishing from sight amid a massive manhunt in Maryland and Florida, a book appeared for sale on Amazon.

Roy McGrath’s tell-all book, purportedly written by Ryan Cooper, which he promised he would be working on in an interview with the Washington Post, is now live on Amazon under the name of author Ryan Cooper.

 The Kindle book is 52 pages long and discusses grievances of McGrath that developed when then-Governor Larry Hogan summoned him to return to the Statehouse and take over the post of Chief of Staff in the spring of 2020.  

Cooper writes in the book that he spent considerable time with McGrath and tells his side of the story in which the former top Hogan aide now faces decades in prison if he is apprehended and convicted of the pending fraud charges against him.
To verify and gain supporting information about various claims made in the book, this article is an investigation into some of the charges in the book and allegations into the 1992 election.

Laura Bruner, the wife of McGrath, according to the Baltimore Banner, is unaware of the identity of the book’s author. The Banner reported: “William C. Brennan Jr., the attorney for McGrath’s wife, said she doesn’t know the author. “She’s generally aware her husband was considering writing a book and that he was talking to someone about writing a book. But she doesn’t know who that person was,” Brennan said. “She’s very worried about her husband, about his welfare and his whereabouts.”

The book BETRAYED – The True Story of Roy McGrath details his success as the Executive Director of Maryland Environmental Services and his angst over leaving that post and returning to working for Hogan.

Also working for Hogan and described in the book were rivalries and bent egos between McGrath and Ronald M. Gunzburger, Hogan’s Senior Advisor, a self-described leftist Democrat that dated to the GOP primary election when Hogan was campaigning to be the Republican nominee for Congress in 1992. Gunzburger was the campaign manager for Larry Hogan for Congress in 1992, and McGrath was supporting a rival candidate in the GOP Primary, Gerald Schuster, which ended with Hogan being victorious.

That election found Democrat Congressman Steny Hoyer winning a tough race against Hogan in the newly redistricted 5th Congressional District, which included Calvert, Charles, a portion of Anne Arundel, and all of St. Mary’s, along with much of P.G. County outside the Beltway. The 1992 race for Hoyer was about the closest race in his career.

Files of the Baltimore Sun revealed an article in which Gunzburger was quoted in regards to a Hogan campaign aide that was living in Hogan’s house being arrested on sex charges involving a 17-year-old boy that the Hogan staffer was charged with kidnapping and taking to a motel where he allegedly sexually assaulted him. Kevin Lee Hall resigned from the campaign, while Gunzburger expressed shock at the incident.

According to the official biography of Gunzburger on the Maryland government website, Gunzberger was the Director of the COVID-19 Response Strategy from 2020 to 2023. That response saw big box stores, liquor stores, and lottery outlets remain open for business while beauty salons, barber shops, and churches were shut down.

The owner of a car wash in Waldorf was arrested and jailed under the Executive Orders of Governor Hogan, which Gunzburger directed. At the same time, dozens of veterans at the Maryland-operated Charlotte Hall Veterans Home died of Covid. No one died of Covid at the Waldorf car wash located twenty miles away. No one in the management at the Veterans Home was sent to jail, but one of the first acts of Governor Wes Moore was to cancel the health care contract of the company hired by Maryland to operate the Veterans Home under Hogan.

“If it was announced we bought these tests and they weren’t complete tests, we not only deceived Marylanders, we deceived the nation,” Prince George’s County Sen. Paul Pinsky, D-District 22, said on May 27, 2020.
In June, the operator of a Frederick lab that was using the tests told the I-Team that the state took them away with instructions to no longer use them, the I-Team reported Wednesday.
Several weeks later, the governor acknowledged in an interview with the I-Team that the original tests had been returned to the company and traded for a better product. Hogan said on July 16: “They were swapped out, like you trade in your iPhone, for faster, better tests at a couple dollars more per kit.”
The trade-in added to the cost of the deal:
$9.4 million for the original purchase, including shipping
$2.5 million to ramp up a University of Maryland lab to process the tests
$2.5 million for the upgrades

BETRAYED included information that Roy McGrath grew up in Charles County, Maryland. Court and land records show that McGrath’s parents owned a home in Waldorf, Maryland, which Roy McGrath sold in 2018. McGrath’s father died on the 25th of March, and he could place a bouquet of flowers on his dad’s grave on that anniversary.

According to Florida records, Roy McGrath was married in Collier County, Florida, on November 25, 2021, to Laura Elizabeth Bruner. McGrath and Bruner purchased a home in the Raffia Master Preserve at 4552 Tamarind Way, Naples, Florida on December 16, 2020. Zillow reported the Naples home purchase as $610,000.

McGrath went to High School in St. Mary’s County.

Roy C. McGrath sold a home at 10854 Cheryl’s Turn Road, Waldorf, which he inherited from his parents, Howard and Polyxene McGrath, on December 21, 2018, for the sum of $369,900.

Roy McGrath’s father was a D.C. Attorney.

Mr. McGrath was born in Jamestown, N.Y., and grew up in Dayton, Ohio. He came to this area in the 1930s. A graduate of what is now American University law school, he began practicing law in Washington in 1941. During World War II, he served in the Army in Europe and in the Pacific.
He had a law office in Washington and a home office for his Maryland practice. He retired in the mid-1980s.
Survivors include his wife of 38 years, Polyxene McGrath, and a son, Roy McGrath, both of Waldorf; and a brother.
