As you have been one of the top commanders of the Maryland State Police for the last several years, it would be hard to imagine you are not familiar with the actions of Lt. George White, his operation of an illegal gambling operation that he often operated from his post as Commander of the Legislative Security Section of the Maryland State Police and as Commander of the Forestville Barrack; as well as allegations of his actions of theft and extortion as alleged in the litigation of Compass Marketing vs. Flywheel Digital in federal court.

Now that Anne Arundel County Judge Elizabeth Morris has ruled that Lt. George White was double dipping in his post with the State Police while working his side job as IT director at Compass Marketing, will you be taking any action in this matter and if so, what action are you taking or have taken?

In regards to the Internal Affairs investigations into Lt. George White, the facts as disclosed in materials associated with the court case of George White vs Ronald Bateman reveal a pattern of insider conduct on the part of those involved with the various investigations that are a disservice to the taxpayers of Maryland in many ways.

Will you be taking action to revamp the Internal Affairs Section and discipline those involved in improper actions?

Can you assure the citizens of Maryland that you will change the culture and climate of the conduct of the Maryland State Police?

INTRODUCTION: The process of an internal affairs investigation of a member of a police agency is rarely presented to the public.

 Much of the process is racked by conflicting rules, personnel policies, and privacy laws. In the last few years of anti-police reform, the Maryland General Assembly enacted reversed elements of the Law Enforcement Officers Bill of Rights. Some say that removing the LEO Bill of Rights was to provide a way for outlaw officers to be held accountable for their actions. Other viewpoints reveal that the legislative overhaul was to defund the police and result in spiraling crime rates and vulnerable residents having fewer safe communities than ever before. This article aims to construct a report of an internal affairs investigation into a top commander of the Maryland State Police.

This report will provide documentation of how investigators were in over their heads in experience, not up to the challenge of following facts to seek the truth, and subservient to powerful political interests in Maryland. The political powers included the late Maryland Senate President Mike Miller, the late Speaker of the House Michael Busch, and former Governor Larry Hogan.

The Secretary of the Maryland State Police is also known as the Superintendent of the State Police.

During the time involved in this investigation, Colonel William M. Pallozzi was Superintendent from 2015 until 2020. Colonel Woodrow W. Jones III was Superintendent from March 13, 2020, until he retired in 2022 and was replaced when outgoing Governor Larry Hogan appointed Acting Superintendent Lt. Colonel Roland Butler.

Butler briefly retired at the end of 2022.

Maryland Governor Wes Moore appointed Colonel Butler to the cabinet post of Secretary of the Maryland State Police, and the State Senate confirmed him.

 The allegations against Lt. George White, presently the Barrack Commander in Forestville, who was the commander of the Legislative Security Section for the Maryland General Assembly, including that he sabotaged the information technology systems of Compass Marketing Inc. It also alleges that he collaborated in entering the computer systems of Compass Marketing after he resigned from the company, that he attempted to extort a financial settlement from the firm when he left, and that he operated an illegal gambling operation from a garage in Waldorf that catered to lawyers, prosecutors, law officers both active and retired.

An investigation undertaken by a forensic examination of the financials of Compass Marketing by retired Anne Arundel County Sheriff Ronald Bateman revealed that George White was billing the company for the time he was employed and on the clock with the State Police. George White filed a defamation suit against Bateman in Anne Arundel Circuit Court. Anne Arundel Circuit Court Judge Elizabeth Morris ruled that Bateman did not defame White and stated that the record and evidence in the case showed that Lt. George White was unreliable and untruthful as the evidence shows he was on the clock when he was double dipping at Compass Marketing. 

 In addition, George White and Michael White applied for and obtained a Paycheck Protection Program loan which was forgiven, despite neither of them being impacted financially by the Pandemic.

 In addition, Lt. George White was the principal driver for many years for Senator Miller. Lt. George White is the son of Maryland Judge Michael White, a retired Maryland State Police trooper. One of George White’s uncles is a present commander in the Maryland State Police and is not connected to any of the allegations surrounding George White or Michael White.

Campaign finance records of the State of Maryland show that George White was paid numerous times for campaign work for the campaign of Senator Thomas E. “Mike” Miller.
