On Sept. 22, 2023, an active Baltimore Police Department (BPD) member was charged with misconduct in office and theft for actions which took place on Sept. 20, 2023.

As soon as the Department became aware of the allegations, we moved swiftly to have the allegations investigated by our Public Integrity Bureau and notification was made to the State’s Attorney’s Office.

“The Department takes misconduct in office and other illegal behaviors very seriously.  Each member takes an oath of office to uphold the Constitution and to serve the citizens of Baltimore,” said Acting Commissioner Richard Worley. “It is of the utmost importance to the Department that we continue to work to strengthen trust with the community, strengthen relationships and remain steadfast in our commitment to transparency. This type of conduct, if proven, erodes that process and hurts us all.”

“Transparency and accountability have been priorities for my administration since day one. I’ve said repeatedly: any city employee who is caught doing the wrong thing, no matter what agency or office they work for, will be held accountable for breaking the public’s trust,” said Mayor Brandon M. Scott. “I appreciate the swift action that is being taken by Commissioner Worley and the BPD in handling this issue.”

“Just this week, I announced the republishing of the DNC list, highlighting my commitment to transparency and accountability, even for our law enforcement officers,” said State’s Attorney Ivan J. Bates. “I am disheartened to learn of the recent charges against one of BPD’s officers sworn to serve and protect our city, and it highlights the importance of our mission to rebuild the public trust in Baltimore between law enforcement and the communities they safeguard. My Public Trust and Police Integrity Unit will thoroughly investigate the allegations against this officer and take the appropriate action to ensure the accountability that our residents deserve.”

Officer Eric Payton is an almost seven-year member of the Department. He was assigned to the Northeast District.

Upon learning of the allegations, the Department immediately suspended his police powers. After being charged on Sept. 22, Officer Payton has been suspended without pay.
