Dennis Lee Jalbert was lassoed in North Carolina and brought back to answer for 111 violations of a domestic-related protective order:

LAPLATA, MD. – When will the District Court Judges and Commissioners in Charles County find the intelligence and gumption to protect women from abusers? The arrogant and the incompetent populate the cushy positions in the lower end of the Maryland Judiciary and repeatedly show that they just don’t give a damn about the lives of women seeking help from men who threaten them, abuse them and, in some cases, kill them.

The latest atrocity committed by a bozo District Court Commissioner was to allow a serial offender who violated a protective order from a woman who sought to gain custody of their child in Circuit Court three years ago to be free from jail after he allegedly violated a protective order 111 times, according to Charles County Sheriff Troy Berry.

Sheriff Berry reports that officers assigned to the Charles County Sheriff’s Department Judicial Services Domestic Violence Unit recently developed information that a man, wanted in connection with 111 violations of a domestic-related protective order, was in North Carolina. Officers contacted the Charles County State’s Attorney’s Office, which agreed to extradite the man to Charles County, Maryland.

Officers contacted the local police department in North Carolina who, located the suspect, and arrested him. This case was initiated in April 2024 after the victim obtained a protective order against Dennis Lee Jalbert, 44, of North Carolina; the victim lived in Charles County.

Jalbert was charged in Edgecomb County, North Carolina, in 2022 for involvement in a series of crimes with his roommate.

 Jalbert formerly lived at 1208 Clover Street in Accokeek, Md, at the time of his arrest on theft charges issued by Charles County States Attorney Leonard Collins. Collins then gave Jalbert a plea deal on January 5, 2010, and placed the charges on the Stet Docket.

 In his current case, Jalbert called and texted the victim repeatedly over six months after the Protective Order was issued on January 4, 2024. During that time, officers took eleven reports and obtained eight arrest warrants; three criminal summonses were issued. Charges include violations of a protective order, harassment, and telephone misuse.

During this period, Regina Katherine Samara, of White Plains, representing herself without an attorney, filed on June 11, 2021, in Charles County Circuit Court against Jalbert for custody of a child.

Court records show that Dennis Lee Jalbert (DOB 06/19/1980) was extradited from North Carolina to Charles County on October 10, 2024, when District Court Commissioner Ruth D. DeVore, a resident of LaPlata, released him on an unsecured $1,500 bond. This repeat offender has proven he could care less about obeying court orders, didn’t have to post a penny in bail, and will be unlikely to appear for trial.

Nothing prevents Jalbert from crossing over from threats, making phone calls, and engaging in more aggressive and physical actions against Samara. The purpose of a protective order is to protect a victim, and Charles County Court Officials have a long and deadly record of incompetence that has led to women being murdered by their harassers.

This release by this incompetent Maryland Judiciary Official endangers lives and shows that DeVore needs training in the rights of victims and the duties of court officials to protect victims. 

District Court Judge Andrea R. S. Watkins issued a Final Protective Order on January 4, 2024, forbidding Jalbert from having any contact with Regina K. Samara.

Charles County Sheriff Officer Tony Garner arrested Dennis Lee Jalbert on April 17, 2024, and charged him with three counts of violating a protective order and harassment in the course of conduct.

A petition to issue a protective order against Jalbert was filed on June 5, 2018, in Charles County District Court, and District Court Judge Kenneth Talley approved the temporary order on June 12, 2018. However, it was dismissed on October 1, 2018, when both Jalbert and the petitioner, Regina Samara, failed to appear in court.

Prince Georges District Court Judge Ann Wagner-Stewart issued a temporary protective order against Dennis Jalbert in 2015; the order sought by Nancy Kim was issued on October 30, 2015. A final protective order was issued on November 10, 2015. Court records show that Prince George’s County Sheriff’s Department was anticipated to serve the Final Protective Order but never served.
