ERO Baltimore makes significant arrest of Salvadoran noncitizen
BALTIMORE — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Baltimore arrested Salvadoran national Edwin Amaya-Rivera, 35, on Jan. 10. Officers from ERO’s Criminal Apprehension Program took Amaya into custody after the Roxbury Correctional Institution in Hagerstown, Maryland, transferred custody upon his release. Amaya will remain in ICE custody pending his removal from the United States to El Salvador.
“Strong partnerships with local jurisdictions that honor our immigration detainers are vital to ensuring public safety and protecting our Maryland communities,” said ERO Baltimore acting Field Office Director Matthew Elliston. “Through cooperation, we can effectively remove individuals, like Amaya, with serious criminal convictions from our streets. Together, we create a safer environment for all Maryland residents, fostering trust and security in the communities we serve.”
BALTIMORE COUNTY — The Baltimore County Police Department Crash Team reported that they have arrested 33-year-old Edwin Amaya-Rivera in connection to a fatal pedestrian crash Monday night.
Around 8:00 p.m. on October 10, a vehicle traveling on Dundalk Avenue struck 63-year-old Gabriel Cedeno Hurtado as he was crossing the street.
The driver, Rivera, left the scene after the crash.
Officers later found the driver and the vehicle in the 3500 block of Sollers Point Rd.
When officers found Rivera, he appeared to be impaired and was placed under arrest.

Amaya entered the U.S. on an unknown date at an unknown location without being admitted by an immigration official. The U.S. Border Patrol encountered Amaya Nov. 19, 2005.
A Department of Justice immigration judge ordered Amaya removed to El Salvador on Nov. 15, 2006. Homeland Security Investigations granted Amaya deferred action for one year on April 29, 2011.
The Baltimore County Police Department in Maryland arrested and charged Amaya with negligent manslaughter on Dec. 5, 2022. Officers with ERO lodged an immigration detainer with the Baltimore County Detention Center in Towson, Maryland, on Jan. 31, 2023.
The Circuit Court of Baltimore County in Towson, Maryland, convicted Amaya of negligent manslaughter on Nov. 3, 2023, and sentenced him to 10 years imprisonment and five years of supervised probation.
ERO Boston arrests twice-convicted sex offender Sanjay Sivan Walsh in Connecticut after the Department of Corrections ignores immigration detainer

HARTFORD, Conn. — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested Sanjay Sivan Walsh, a Jamaican national convicted of sexually assaulting two children and tampering with evidence, on Dec. 17. The 28-year-old served a 21-month sentence in Enfield’s Willard-Cybulski Correctional Institution, which declined to honor an ICE detainer against him and released him into the public.
“Mr. Walsh was convicted of committing unspeakable crimes against two children, and he was sentenced to prison for it,” said ERO Boston acting Field Office Director Patricia H. Hyde. “ERO Boston lodged an immigration detainer against him so our officers could safely arrest him upon his release, but the Connecticut Department of Corrections officials refused to honor the detainer. Our officers had to arrest Mr. Walsh in the community after his release from prison, even though he was convicted of terrible crimes against children and is removable from the U.S. based on his convictions.”

The State of Connecticut Superior Court convicted him of two counts of second-degree sexual assault and conspiracy to tamper with evidence on June 14, 2023, sentencing him to 10 years in prison, suspending all but the year and nine months he had already served. The court also required Walsh to register as a sex offender for 10 years following his release.
Walsh remains in ERO custody pending immigration proceedings.
