MURDER SUSPECT TURNED SELF INTO ROYAL V.I. POLICE; BROUGHT BACK TO FACE JUSTICE BY U.S. MARSHALS TASK FORCE

St. Thomas, U.S. Virgin Islands – On Sunday, October 13, 2024, at approximately 3:03 a.m., the 911 Emergency Call Center was alerted by the ShotSpotter Detection System that multiple gunshots were fired on Kronprindsens Gade.

Responding officers traveled to the area where the gunshots were detected and discovered an unresponsive male with multiple gunshots to his body. Emergency Medical Technicians traveled to the scene and concluded that the male had no vital signs. He was identified by next of kin as 59-year-old Cecil R. Scatliffe.

On October 17, 2024, an arrest warrant was issued for 32-year-old Demare A. Encarnacion for the murder of Mr. Scatliffe.

ALLEGED KILLER GOT A FREE CRUISE BEFORE BEING HELD ON ONE MILLION BAIL FOR MURDER

On March 18, 2025, members of the Royal Virgin Islands Police Force contacted the Virgin Islands Police Department and the US Marshals Fugitive Task Force to advise that Demare A. Encarnacion had turned himself in to police in Tortola, British Virgin Islands.

With the assistance of the US Marshals Fugitive Task Force, the VIPD Marine Unit traveled to Tortola and brought Encarnacion back to St. Thomas, where he was arrested and charged with Murder in the First Degree with bail set at $1,000,000.00.

It is with great regret that we announce the death of Cecil Rudolph Scatliffe of Inter Gade in Savan. Affectionately known to his family and friends as “Sonny, Sonny T, Tasha, who died on October 13, 2024, at the age of 59. He is survived by his Mother:  Eltira Scatliffe; Ex-wife:  Tamika Phillipus; Sisters:  Lucinda Colbourne, Linda Allen

Children: Abigail Alexander, Tasheem Scatliffe, Shaun Scatliffe, Cyele Scatliffe, Tash Miia Scatliffe; Step-Children:  Latrice Phillipus, Jahfarrie Gordon, Janiah Young; Grand Children:  Sejoniq Johnson, Romai Turnbull Scatliffe, T’miia Benjamin, T’miiya Scatliffe , J’moii Scatliffe, & Kia Scatliffe Sanchez; Niece:   Jahlishma Armstrong; Nephews:  Javern Allen, Jamal Allen; Aunts: Blandina Smith Vonet Scatliffe, Linette Scatliffe; Uncles:  Norris Lettsome, Dennery Lettsome, Noel Scatliffe, Rudy Scatliffe, Lionel Scatliffe; Special Cousins:  Decanier Daniel, Georgette Smith, Tricia Smith and Many other relatives and friends too numerous to mention. The Viewing will be held on Wednesday, November 13, 2024, from 9:00 a.m. until 10:00 a.m., followed by the Funeral Service at 10:00 a.m at Turnbull’s Funeral Home. The interment will be private.

 CIB Investigates Case where St. John Resident was Attacked and Injured During Home Invasion

St. John, U.S. Virgin Islands – Virgin Island Police report that Officers were dispatched to a reported burglary at an address in Bellevue Village on Tuesday, March 18, 2025, at approximately 10:00 p.m.

Upon their arrival, law enforcement personnel encountered a male victim who had sustained apparent gunshot wounds. The preliminary investigation revealed that the victim was at his residence when a visitor knocked at the door. The victim opened his door to greet the visitor and upon doing so, two unknown subjects forced themselves into his home. The victim and one of the unknown subjects tussled for a few moments, and when the victim was able to break away, the unknown male discharged a firearm, striking the victim multiple times. The two unknown males then left the area in an unknown direction. The victim was later transported to the Schneider Regional Medical Center for treatment of his injuries.

This case is presently under investigation by the Criminal Investigation Bureau. Anyone with any information regarding this crime is urged to contact 911, or the Criminal Investigation Bureau at 340-774-2211 or Crime Stoppers V.I. at 1-800-222-8477(TIPS).
