RODRIGUEZ spontaneously stated on scene to MPD, “I did it for Palestine, I did it for Gaza, I am unarmed.” RODRIGUEZ was holding a red scarf identified by one witness as a “Kaffiyeh.” As MPD officers were escorting RODRIQUEZ from the Museum, he shouted “Free Palestine.”

D.C. POLICE UNION SLAMS DISTRICT POLITICIANS AND POLICE CHIEF FOR ALLOWING AGENCY TO DETERIORATE, LIE ABOUT CRIME STATS

The union said that MPD is past its breaking point, grappling with the following:
1. Lowest Staffing in 50 Years: MPD’s workforce has plummeted to historic lows, with a net loss of more than 600 officers since 2020—a 16% reduction. This leaves neighborhoods vulnerable and officers overwhelmed.
2. Continued Violence and Crime: Regardless of the false narrative that “crime is down,” the city continues to be plagued with crime and violence at a rate beyond the capabilities of these crippling staffing numbers.
3. Grueling Overwork: Officers are forced to work over 2 million hours annually, equivalent to 1,000 full-time jobs, pushing them to the brink of exhaustion and compromising their ability to serve effectively.
4. Cancelled Leave and Days Off: Routine cancellations of scheduled leave and days off to staff events have become standard, eroding morale and depriving officers of critical rest and family time.
5. Denied Wage Increases: Despite the Union securing a wage increase through arbitration, the city refuses to honor the decision, leaving officers underpaid and undervalued in one of the nation’s most expensive cities. The Union was forced to bring a lawsuit against the Mayor in D.C. Superior Court to compel her to follow the law.
6. Uncorrected Partisan Legislation: Despite five years of empirical data, the city refuses to address the radical, partisan, and solely ideological legislation of the 2020 Comprehensive Policing and Justice Reform Act. The most detrimental piece of public safety legislation in the city’s history has caused record crime rates and an exodus of qualified personnel.
7. Deplorable Facilities: MPD facilities are in shameful disrepair, with non-functional bathrooms, mold-infested locker rooms, and dilapidated buildings that endanger officer health and morale.
8. Failed Leadership: Managers exhibit a toxic combination of rudeness, incompetence, and disregard for officers, lacking a basic understanding of their roles and fostering a culture of distrust.
9. Manipulated Crime Statistics: To evade public scrutiny, MPD leadership is deliberately falsifying crime data, creating a false narrative of reduced crime while communities suffer.
“This is a betrayal of our officers and the public we serve,” said Gregg Pemberton, Chairman of the DC Police Union. “Our members are working in conditions that would shock any reasonable person—overworked, underpaid, and disrespected by leaders who care more about appearances than reality. The city’s refusal to act is a disgrace, and we will not stand idly by while public safety collapses.”
The union said it is demanding reform and calling for an immediate implementation of wage increases, complete repeal of the Comprehensive Policing and Justice Reform Act, leadership overhaul, and facility upgrades, including repairs to ensure safe, functional workplaces for officers.
“Washington, DC, deserves a police department that is respected, supported, and equipped to protect our city,” Pemberton added. “We call on every stakeholder to join us in holding city leadership accountable. Enough is enough.”

WASHINGTON – Elias Rodriguez, 31, of Chicago, has been charged with federal and local murder offenses in connection with the fatal shooting of two Israeli Embassy staff members outside the Jewish National Museum in Washington, D.C., on May 21, 2025.

The charges were announced by U.S. Attorney Jeanine Ferris Pirro, FBI Assistant Director in Charge Steven J. Jensen, and Metropolitan Police Department Chief Pamela A. Smith.
“This brutal, anti-Semitic violence has no place in our country or anywhere in civilization,” said Attorney General Pamela Bondi. “We will follow the facts and secure the most severe possible punishment for the perpetrator of this heinous crime, which robbed two wonderful young people of a bright future together.”
“Our community is reeling. Because of one person’s actions, two families are left to grieve for dreams that will never be realized,” said U.S. Attorney Pirro. “Violence of any kind is unacceptable. Senseless acts that take innocent lives are intolerable. We will hold accountable anyone who inflicts harm on our families, our neighbors, the citizens of our nation, or the visitors to our great capital city. We are united in that purpose, and we hold strong against those whose reckless actions claim as victim any part of our community.”
“This Civil Rights Division is aggressively pursuing every avenue to investigate this crime,” said Assistant Attorney General for the Civil Rights Division Harmeet Dhillon.” Let me be clear: hateful violence against Jewish Americans will be met with the full force of the Justice Department. We are expanding enforcement, increasing our outreach, and holding perpetrators accountable wherever they act.”
“Make no mistake: This attack was targeted, antisemitic violence,” said Assistant Director in Charge Jensen. “The FBI will continue to pursue all leads and use all available resources to investigate this heinous murder.”
“We continue to work closely with our federal partners and want to assure our community that the safety of all residents and visitors remains our top priority,” said Chief of Police Pamela A. Smith. “Out of an abundance of caution, we are increasing our presence at religious institutions citywide.”
According to the affidavit in support of the criminal complaint, Rodriguez allegedly opened fire on the victims as they were leaving an event hosted by the American Jewish Committee, which brought together Jewish professionals and members of the diplomatic community. Both victims were employed by the Israeli Embassy. One was an Israeli citizen and an official guest of the U.S. government.
Surveillance footage reportedly shows Rodriguez walking past the victims before turning and firing multiple rounds. After the victims fell, he allegedly continued firing at close range, including as one attempted to crawl away. Investigators recovered a 9mm handgun and 21 spent shell casings at the scene.
Rodriguez entered the Museum after he committed the murders. Witnesses and surveillance video reportedly confirmed his involvement. He had flown from Chicago to Washington the day prior with the firearm declared in his checked luggage.
The case is being investigated by the FBI’s Washington Field Office and the Metropolitan Police Department. It is being prosecuted by the United States Attorney’s Office for the District of Columbia with assistance from the Civil Rights Division of the Department of Justice.
