ICE Washington, D.C. arrested Nelson Cabrera Eskobar, a 36-year-old criminal alien and convicted felon from Guatemala, on Sept. 21. He’s been convicted of robbery, for which he was sentenced to four years, in Arlington, Virginia. He’s also been convicted of disorderly conduct and failure to obey a law enforcement officer in Prince George’s County, Maryland.
HSI Baltimore Lends Vital Assist to Local Partner’s Investigation into Suspected Killer of Maryland Woman
BALTIMORE — Homeland Security Investigations (HSI) Baltimore provided critical assistance to the Harford County Sheriff’s Office and other law enforcement partners during an investigation that resulted in the apprehension and extradition of a man suspected of the August 2023 murder of Rachel Morin, a 37-year-old mother of five from Bel Air.
Victor Antonio Martinez-Hernandez, a 23-year-old unlawfully present Salvadoran national, was apprehended on June 15 by officers with the Tulsa Police Department.

Detectives from the Harford County Sheriff’s Office and agents from HSI Baltimore, HSI Tulsa, and U.S. Customs and Border Protection’s Air and Marine Operations’ Jacksonville Air Branch extradited Martinez back to a regional airport in Baltimore, where he was subsequently transported to the Harford County Detention Center to face charges for Morin’s murder.
