DWI HIT PARADE: Afternoon Delight
– Is driving while impaired more dangerous than skydiving?

LEONARDTOWN, MD. – Maryland State Police Cpl. Christopher Ditoto arrested Rachel Augusta Mouring, 37, (DOB 12171987) of 24629 Greenview Drive, Hollywood, Maryland, on October 7, 2025, as she operated a 2023 Tesla with the tax number DZGYPSY on Hollywood Road at Hickory Hill Road and charged with her with a smattering of traffic violations, including the old favorite of driving while under the influence of alcohol.  The owner of the property at the address located on Cuckold Creek is Paul M. McGinty, according to Maryland land records.

The time of day recorded in court records for this boozy, woozy trip down Memory Lane was 3:46 pm. It is unknown what compelled Mouring to pilot her Tesla down the highway with an alleged snoot full of booze, but she hired on as her mouthpiece in court, the very talented DWI Barrister, Kevin J. McDevitt, who advertises himself as being at the top of his game in beating the prosecutors and cops at trial.

Mouring and her Barrister have a date in St. Mary’s District Court on November 25, 2025, which may determine if she gets to spend Thanksgiving with her family or is eating roast turkey on a metal plate passed into her cell at the Hotel St. Mary’s.

Additional charges include: failing to drive on the right-hand side of a roadway, reckless driving, failing to obey lane markings, negligent driving in a careless and imprudent manner, and endangering persons and property, improper passing of an overtaken vehicle, unsafe passing on the right of an overtaken vehicle – indicating that the arresting trooper found the actions of this driver to be dangerous to anyone on the roadway.  Maryland court records do not reveal any prior driving infractions for Mouring.  She may have her driving privileges on the Patuxent River NAS base restricted.

The legal fee for Mouring’s representation could easily be $10,000 or more; her insurance rates will skyrocket, and she, if convicted, will have to pay for the cost of the drinking driver improvement programs, fines, and installing an ignition alcohol detection system in her Tesla.
Virginia court records show that Mouring doesn’t have any DUI citations on her record, but did rack up a speeding ticket in 2023.
