Baltimore County Police report that 32-year-old Justin Powell of Baltimore, MD has been identified as the suspect involved in the officer-involved shooting that occurred on Tuesday, July 13, 2021, in the 6900 block of Security Blvd.

A preliminary investigation reveals detectives with the Baltimore Police Department, assigned to the U.S. Marshals’ Capital Area Regional Fugitive Task Force (CARFTF), were looking for a vehicle and suspect wanted in reference to a homicide that occurred in Baltimore City on June 19, 2021.

CARFTF members observed the targeted vehicle and suspect in the parking lot of Security Square Mall. As officers approached the suspect’s vehicle, the suspect exited the vehicle and fired multiple rounds at officers, striking two Baltimore detectives. Multiple officers returned fire, striking the suspect. The suspect was transported to an area hospital, where he pronounced deceased. .

The two Baltimore detectives were transported to the University of Maryland Shock Trauma, suffering from gunshot wounds. At this time, the officers are in stable condition.

This investigation is ongoing. As the criminal investigation is handled by the Baltimore County Police Department, members of the Baltimore Police Department, Special Investigation Response Team (SIRT), remain focused on the internal investigation regarding the officer-involved shooting.

Donshey Blackwell was the assistant credit card stealer for Justin Powell and busted in Tysons Corner by Fairfax County Detectives after a credit card was declined.

TYSONS CORNER, VA. – The shopping mecca of Tysons Corner was too much of a draw for two Maryland criminals.

Two Baltimore City criminals are facing criminal charges in Virginia after Fairfax County Police shopping center units along with members of the Tysons Urban Team (TUT) received a tip that they were fraudulently purchasing high-end merchandise.

Police say that a store employee notified officers on April 18, 2018, after the pair tried to make a purchase and the card was declined. Officers investigated the tip and learned the two men were using fake identifications, fraudulent credit cards and funds from a bank account that didn’t belong to either of them.

TUT officers in plainclothes saw the men get into a car and leave the parking lot. Fairfax officers stopped the car, found the fraudulently purchased merchandise inside, and placed both men under arrest. They had more than $9,500 in their pockets, which belonged to the owner of the bank account.

Justin Patrick Powell, 29, of 103 N. Parkin Street, Apt. 2F, Baltimore, Md., was charged with five felonies and two misdemeanors.

Donshey Blackwell, 30, of Gwynn Oak, was charged with two felonies, and a misdemeanor. On August 22, 2018, the Fairfax County Commonwealths Attorney dropped the charges against Blackwell.

Gun Felon Given Sweet Deal from Mosby

Powell faced a long list of drug distribution charges, possession of a handgun on his person, possession of ammunition, assault, and possession of a firearm by a convicted felon in Baltimore City Circuit Court in charges filed on Feb. 16, 2016. Baltimore City States Attorney Marilyn Mosby cut a big sweet deal with the taxpayer-provided free attorney for Powell on June 2, 2016. THE DEAL: Powell entered a guilty plea to one of the gun charges and to possession with the intent to distribute drugs in return for a verdict of Probation After Conviction. All other criminal charges were dropped. The sentence was for 3 years in prison with 18 months suspended so he wouldn’t actually have to go to prison and could serve his time in the Baltimore City Jail. Three years of probation were also ordered.

In an unusual turn of events for a Rooster of Baltimore City, Powell was ordered by the Baltimore City Circuit Court on Nov. 3, 2014, to be turned loose from a looming paternity action initiated by Derricka Henderson when the court ruled that the paternity test revealed that Justin Powell is not the father of Justin Powell Jr.

Powell was charged with numerous counts of attempted first-degree murder, reckless endangerment and armed robbery which were all dropped in 2013 by Mosby. Powell may have snitched on his co-defendants when they were sentenced to prison on attempted second-degree murder on Nov. 17, 2009. Charles Owens was sent to prison for 20 years.

On June 9, 2009, Powell entered a guilty plea to unlawful possession of drugs and was sentenced to two months in jail.

Powell pleaded guilty in Baltimore City Circuit Court to violating his probation on Aug. 31, 2011, and was sentenced to five years in prison with four years and nine months suspended.

In a real shocker for crime fans of the antics of criminals and courts in the Alice in Wonderland Judiciary, Donshey Kea Blackwell, of 2800 Gatehouse Drive, Gwynn Oak, Maryland, Blackwell failed to attend his driver improvement program session. He was driving while suspended when cited by Baltimore City Police Officer Nelson Flores on March 22, 2018. Other than a slew of traffic charges centered around operating uninsured and minor infractions; thus the background on Blackwell shows he was merely an apprentice for Powell.

Powell is still in custody in Fairfax County and a court appearance is set for June 6, 2018, in Fairfax General District Court to be arraigned on multiple counts of identity theft and financial loss over $200.
