DWI HIT PARADE: Defense Contractor Executive Bryan Barthelme II Arrested for DUI, Multiple Traffic Offenses, Unregistered Vehicle.
LEONARDTOWN, MD. – The Chief Operating Officer of a Patuxent River defense contractor was arrested for DUI and multiple other traffic offences by the Maryland State Police as he left a night spot and was on his way to his residence in Breton Bay. As a result of his DUI arrest, Bryan Michael Barthelme II won’t be allowed to drive on the Patuxent River Naval Air Station, but he will be able to walk to the base and hitch a ride.

Maryland State Police Trooper T. Eckrich arrested Bryan Michael Barthelme II, Chief Operating Officer at Aviation Systems Engineering Company, as he operated a 2021 Chevy Silverado at the intersection of Bull Road and Newtowne Neck Road (Route 243) near Breton Bay at 12:41 am on October 19, 2025. Barthelme (DOB 01/1989) lives at 40417 Breton View Drive in Breton Bay. His driver’s permit was suspended in 2024 after being charged with speeding in Wicomico County.
In addition to charges for driving under the influence of alcohol, Barthelme was also cited for driving a vehicle on a highway with a suspended registration, with a fine of $150 pending court action. Barthelme was also cited for reckless driving in wanton and willful disregard for the safety of persons and property; negligent driving with a potential fine of $350.00.
First-time DUI penalties
- Jail time: Up to one year.
- Fines: Up to $1,000.
- Driver’s license: 12 points on your license, resulting in revocation. License can be suspended for 6 to 9 months.
- Ignition Interlock Program: Participation is mandatory for all DUI offenders.
- Court costs: Generally, around $100.

Barthelme includes the following on his experience on LinkedIn: Beginning as the Business Development Manager for Aviation Systems Engineering Company (ASEC) in 2019, he has served as Vice President of Business Operations and progressed to Chief Operating Officer in 2024. Barthelme has also served as the Campaign Manager for Jack Bailey’s State Senate campaign from 2017 to the present. Leadership Southern Maryland is also listed on Barthelme’s resume, as his being a member of the Airport Advisory Committee for the St. Mary’s Airport.
Barthelme’s activities in Republican politics include being elected to one term in 2014 to the St. Mary’s County Republican Central Committee, where he took an important role in selecting the replacement for Del. Anthony O’Donnell (R. District 29C), who resigned to accept an appointment by Governor Larry Hogan to the Maryland Public Utilities Commission in 2016.

Bryan M. Barthelme II donated $520.00 to the 2022 campaign of St. Mary’s States Attorney Jaymi Sterling on Oct. 19, 2023, exactly two years to the day that he was arrested for DUI. He also contributed $250 to the campaign of St. Mary’s County Commissioner John E. O’Connor on Oct. 30, 2016. Barthelme cannot expect State’s Attorney Sterling to drop the charges, as she eliminated the old system of the former State’s Attorney Fritz, which allowed fat cats to donate several thousand dollars to the Project Graduation and have an easy plea deal with disappearing consequences.
In other campaign activity for Senator Bailey, Barthelme was the organizer of a Friends of Jack Bailey’s Annual Pre-Session Breakfast Reception held at the Foxy Fish Seafood Restaurant, with tickets going for $25, Gold Sponsor $500, and Silver Sponsor $250.
