BALTIMORE COUNTY POLICE BEAT: Officer Anthony Westerman charged with multiple counts of rape and assault

TOWSON, MD. – Baltimore County Police report that Baltimore County Police Officer Anthony Michael Westerman, 25, has been charged with two counts of second-degree rape and three counts of second-degree assault. Westerman has been employed by the Baltimore County Police Department since 2013. His most recent assignment was at the Essex Precinct.

This case was initiated when Baltimore County Police received information concerning the allegations. The Special Victims Unit conducted their investigation and ultimately pursued charges against Westerman.

According to Baltimore County Police Chief Melissa Hyatt, “the allegations made in this case are reprehensible and are not representative of the values and ethics of the Baltimore County Police Department. As a result of a thorough investigation by the Baltimore County Police Department Criminal Investigations Bureau, the officer has been arrested and has been suspended without pay.”

On Dec. 9, 2019, a pre-trial supervision order was issued after he was ordered held without bond by a District Court Judge at a bond hearing.

Court records show that the offenses dated from Oct. 4, 2017, and the date of the second accusation is June 8, 2019.

Charging documents alleged that Westerman allegedly tricked a woman who was intoxicated and, in her car attempting to sleep off her wild night before driving home. The woman’s car was parked outside of a bar and the victim told investigators that Westerman and a woman knocked on her car window and convinced her that he was going to call her an Uber to take her home.

 Instead, she found herself not at her home but at his and coaxed into going to his house after claiming he was ordering her a car to her friend’s home, court documents state. Once in his house, the woman said the officer raped her.

Another 20-year-old woman told authorities she was drinking at the officer’s home on June 8, 2019, when she fell asleep in his guest bedroom. She alleged the cop woke her up and forced her to have sex with him—but she didn’t initially report the incident because “she knew Defendant Westerman was a Baltimore County Police Officer.”

Two weeks later, authorities allege Westerman sexually assaulted another 22-year-old woman at a birthday party. That woman, who described herself as the officer’s friend, said he took her to a “secluded area” in Middle River, where “he wanted to show or tell her something.” Instead, the cop allegedly grabbed and tried to kiss her twice before she left with a relative, charging documents state.
