DRUGS AND BOOZE CONTROL THE LIFE OF FRANKIE LEE RUSSELL AND WORSEN AS HE CIRCLES THE DRAIN

HOLLYWOOD, MD. – A photo that tells a thousand words is an expression that truly shows the last few years of Frankie Lee Russell.  His arrest photo in 2019, next to his current arrest photo for DUI on July 19, 2024, fully explains the toll on the life of a junkie in St. Mary’s County.  Russell can only blame himself for his decline that began when he decided to sell drugs to others, to use narcotics, and to chase it down with copious amounts of booze.

On July 19th, St. Mary’s Sheriff Deputy D. Stewart awarded Russell (DOB 3/25/1996) of 44827 Three Coves Road, Hollywood, Md, with a DWI arrest and other traffic citations. On this most recent arrest, Russell was operating a 2020 Ford on Piney Point Road at 7:06 am when he was stopped and charged. Russell was able to post a signature bond and was released from the St. Mary’s County Jail. Taxpayers will note that while Russell always has enough money to buy drugs and booze, they will be providing him with a free attorney when he appears before a District Court Judge in Leonardtown on Sept. 3, 2024.

When St. Mary’s Deputy D. Absher cited Russell for operating a 2011 Dodge Silver Ram at 68 mph in a 40-mph zone on Rt. 235, on November 24, 2023, when his court date arrived on February 15, 2024, St. Mary’s State’s Attorney Jaymi Sterling cut him a great plea deal by dropping the charge and putting it on the Stet Docket.

St. Mary’s States Attorney Sterling threw out another criminal charge placed against Russell by St. Mary’s Sheriff’s Deputy C. Palmer on March 28, 2022. When the case came up on the St. Mary’s District Court docket on October 5, 2023, the charge was put on the Stet Docket.

The St. Mary’s County Circuit Court Grand Jury indicted Russell on charges of possession of a rifle or shotgun by a person not eligible due to prior criminal convictions, second-degree assault on March 7, 2022.  In a plea deal with St. Mary’s States Attorney Richard Fritz on November 28, 2022, Russell entered an Alford Plea to illegal possession of a gun and was found guilty of the assault charge. Judge Michael Stamm put his stamp of approval on the deal where Russell’s three-year sentence was suspended, and his three-year sentence on the gun rap was reduced to 291 days.

Russell entered an Alford Plea, in which he acknowledged that the prosecution had enough evidence to convict him of assault in St. Mary’s Circuit Court in a plea deal with St. Mary’s State’s Attorney Richard Fritz. The deal, on May 28, 2021, netted Russell ninety days in the St. Mary’s County Jail.

 

Drug Arrest– St. Mary’s County Sheriff Tim Cameron reports that on February 9, 2019, Dep. Forbes responded to the 21400 block of Manon Way in Lexington Park, Md., for the reported suspicious vehicle.  Dep. Forbes located the vehicle and made contact with the operator, Franklin Lee Russell, 22, of Lexington Park.  Russell was observed moving something under the seat of his car; Dep. Forbes recognized the odor of marijuana emitting from Russell’s vehicle.  A search of the vehicle yielded a backpack containing packages of suspected marijuana, two scales, and edible suspected THC.

 Russell was arrested and charged with CDS-Possession: Marijuana Greater than 10 Grams, and CDS-Possession: Paraphernalia.  Additional charges pending a review with the States Attorney. Typically, the evidence allegedly found in Russell’s vehicle would indicate that he is engaged in the distribution of drugs. However, if he rats out someone else for dealing drugs, charges may never appear. Apparently, he flunked the D.A.R.E. class.
