HEROIN HIGHWAY TO HELL – Drugs, money and guns swept up with the James “Tellz” Frazier’s crew in sweep throughout Delmarva

CAMBRIDGE, MD. – DOVER DEL. – Roundingup alleged drug dealers who have their bags packed full of suspected cocaine, meth, heroin and marijuana was a team effort for law officers in the Delmarva region in an action that swept up perps, cash, guns, and drugs.

 The Delaware State Police and the Maryland State Police, in conjunction with the Dorchester County Narcotics Task Force, Caroline County Narcotics Task Force, Homeland Security Investigations (HSI), Sussex Drug Unit (SDU), Governor’s Task Force (GTF), and the Seaford Police Department concluded a three month drug trafficking investigation that resulted in multiple search warrants and arrests, with one suspect still at large.

The three-month investigation, concluded on February 23, 2019, when 33-year-old James M. Frazier of 2126 Hudson Road, Cambridge, Md., was taken into custody without incident by members of the Special Operations Response Team (SORT) in the Dover area, after a search warrant was executed on his vehicle, a 2018 Lincoln MKZ.  Also, in the vehicle and taken into custody without incident, was 37- year-old Trivette A. Jackson of Federalsburg, MD.

Four additional search warrants were subsequently executed in Sussex County at the following locations:

  • 20300 block of Wesley Church Road, Seaford
  • 22000 block of Hensley Road, Seaford
  • 900 block of Woodland Mills, Seaford
  • 37400 block of Burton Village, Rehoboth Beach

As a result of the search warrants at all locations, the following items were seized in total:

  • 453.5 grams of Methamphetamine
  • 261.23 grams of Cocaine
  • 68.78 grams of Crack cocaine
  • 42.82 grams of Heroin
  • 19,549.82 grams of marijuana
  • Over $78,000 in suspected drug proceeds
  • 4 firearms including:
  • Smith and Wesson .40 caliber semi-automatic pistol (reported stolen out of Kentucky)
  • Ruger .357 revolver
  • Smith and Wesson .40 caliber semi-automatic pistol (reported stolen out of Troop 7)
  • Beretta .40 caliber semi-automatic pistol

James Martell aka “Tellz, Telly” Frazier was charged with the following:

  • Possession with Intent to Deliver a Controlled Substance in a Tier 4 quantity (6 counts)
  • Possession with Intent to Deliver a Controlled Substance in a Tier 5 quantity
  • Possession of a Controlled Substance in a Tier 5 quantity (5 counts)
  • Possession of a Firearm by a Person Prohibited (3 counts)
  • Receiving a Stolen Firearm
  • Conspiracy 2nd (3 counts)
  • Possession of Drug Paraphernalia

Frazier was arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $809,000.00 cash only bond.

Trivette A. Jackson nabbed in Feb. 23, 2019 drug task force operation in Delmarva by Md and Del State Police.

Trivette Jackson was charged with the following:

  • Possession of a Controlled Substance in a Tier 5 quantity
  • Possession with Intent to Deliver a Controlled Substance in a Tier 4 quantity
  • Conspiracy 2nd
  • Possession of Drug Paraphernalia

Jackson was arraigned before the Justice of the Peace Court 3 and released on $21,000.00 unsecured bond.

Donish L. Holland nabbed in Delmarva Drug operation on Feb. 23, 2019 by Md. and Del State Police

Donisha Holland, 25, of Seaford, Delaware, was taken into custody without incident upon the execution of the search warrant on Hensley Road where three children were present.  Holland was charged with the following:

  • Possession with Intent to Deliver a controlled substance in a Tier 4 quantity
  • Possession of a Controlled Substance in a Tier 5 quantity
  • Possession with Intent to Deliver a Controlled Substance in a Tier 2 quantity
  • Possession of a Controlled Substance in a Tier 3 quantity
  • Possession of a Firearm By a Person Prohibited
  • Receiving Stolen Firearm
  • Conspiracy 2nd
  • Endangering Welfare of a Child (3 counts)

Holland was arraigned before the Justice of the Peace Court 3 and committed to the Delores J. Baylor Women’s Correctional Institution on $50,500.00 secured bond.

Troopers have been unable to locate 49-year-old Reginald L. Sample, of Seaford who currently has active warrants for the following:

  • Possession with Intent to Deliver a controlled substance in a Tier 4 quantity (4 counts)
  • Possession of a controlled substance in a Tier 5 quantity (4 counts)
  • Possession of a Firearm by a Person Prohibited (3 counts)
  • Receiving Stolen Firearm
  • Conspiracy 2nd

Drugs seized during multi-agency interdiction

According to the Maryland State Police beginning in the fall of 2018, the Maryland State Police Heroin Investigative Unit (MSP HIU) in conjunction with the Dorchester County Narcotics Task Force (DCNTF), the Caroline County Drug Task Force (CCDTF), Delaware State Police Sussex County Drug Unit (SCDU), Seaford Police Department (SPD), Department of Homeland Security Investigations (HSI), Dorchester and Caroline County State’s Attorney’s Offices began an investigation into a drug trafficking organization (DTO) responsible for  distributing large quantities of heroin, cocaine, methamphetamine and marijuana throughout the Eastern Shore of Maryland, Delaware and Virginia.


Frazier obtained large quantities of drugs from New York, New Jersey and Pennsylvania, which were later redistributed in communities throughout the Eastern Shore of Maryland, Delaware and Virginia.

The investigation revealed that James Martell Frazier, a.k.a. “Tellz”, “Telly”, was the organizer, supervisor, financier, and manager of a major drug trafficking organization. Frazier obtained large quantities of drugs from New York, New Jersey and Pennsylvania, which were later redistributed in communities throughout the Eastern Shore of Maryland, Delaware and Virginia. Frazier had been previously identified as the largest illegal drug supplier in the area from prior police drug investigations.

Maryland State Police reported that on February 23, 2019, the investigation concluded with a coordinated operation that included the service of numerous search and seizure warrants in Maryland, Delaware, Virginia, and New York.

The following items were recovered during of the course of this investigation:

  • More than 5,900 grams of suspected heroin/fentanyl mixture
  • More than 1,100 grams of suspected cocaine
  • More than 300 grams of suspected crack cocaine
  • More than 450 grams of suspected methamphetamine
  • More than 74 lbs. of suspected marijuana
  • More than 70 methylphenidate (Schedule II) prescription pills
  • Five regulated firearms, two of which were reported stolen
  • One money counter
  • More than $97,900 in suspected drug-related cash
  • Five vehicles with an estimated value of $140,000

*All weights are approximate and include packaging. The drugs recovered during this investigation have a total street value of approximately $1,000,000.

Investigators will be working with prosecutors on the continuing investigation.  Charges will be forthcoming on the remaining co-conspirators and criminal associates of Frazier’s drug trafficking organization.

Other assisting law enforcement agencies include: Queen Anne’s County Drug Task Force, Kent County Narcotics Task Force, Talbot County Narcotics Task Force, Wicomico County Narcotics Task Force, Somerset County Narcotics Task Force, Worcester County Criminal Enforcement Team, Virginia State Police, Eastern Shore Information Center, Drug Enforcement Administration, Delaware State Police.

In recent years, there has been a rise in the number of drug-related overdose deaths in Maryland. This overall escalation is largely attributable to increases in opiate-related abuse. In response to the alarming trend, Governor Larry Hogan issued Executive Order 01.01.2015.12, creating the Heroin and Opioid Emergency Task Force, charged with advising and assisting Governor Hogan in establishing a coordinated Statewide and multi-jurisdictional effort to prevent, treat, and significantly reduce heroin and opioid abuse.

On December 1, 2015, the Governor’s Task Force released its final report, which included 33 recommendations to combat the heroin epidemic. These included the creation of a multi-jurisdictional Maryland State Police Heroin Investigation Unit to focus on mid-to-upper-level heroin and opioid distribution operations.
