WHAT IS WITH MARYLAND’S CHILD PORN CRIME SPREE WITH GOVERNMENT OFFICIALS?

In 2021, Mathew Palmer, the CEO of the Maryland Dept. of Commerce in the Hogan Administration, was sentenced to prison for the distribution of child pornography from his government computer; he will be released in 2028.

LUIS BORUNDA IS HELD IN FEDERAL CUSTODY OVER DISTURBING CHARGES OF SEX WITH A CHILD; WITH WHOM HE THEN CREATED, PRODUCED, AND SHIPPED PORNOGRAPHY VIDEOS INTERSTATE AND INTERNATIONALLY

Another Hogan Administration senior official, Luis Esteban Borunda, the Deputy Secretary of State, is now under Federal Indictment for allegedly raping a child in the production of child pornography, possession of child pornography, and distribution of images and video of a child being penetrated by Borunda. Borunda was arraigned in the District of Maryland Federal Court on March 7, 2024, and ordered detained in the custody of United States Marshals pending a hearing to determine any pretrial release conditions.

Borunda served as Maryland’s Deputy Secretary of State from 2015 to 2023 in the Adminstration of Governor Larry Hogan. Maryland Governor Robert Ehrlich appointed Borunda to the Baltimore County Board of Education before selecting him to serve as Maryland Deputy Secretary of State. Luis Borunda, was chairman of Hispanic Republicans of Maryland.

Maryland State Police Probe Turned Up Luis Borunda Trying To Date A Child

The Maryland State Police reported on Sept. 1, 2023, that Luis Esteban Borunda, 65, of Essex, Maryland, is charged with one count of sexual solicitation of a minor. He is being held without bond at the Anne Arundel County Jail.

According to a preliminary investigation, on August 22, 2023, Borunda engaged in an inappropriate text chat with an underage female. Borunda was actually chatting with a special agent with the Fort Meade Army Criminal Investigation Officer posing as a 13-year-old female online.

Borunda, who also sent who he thought was the female a filtered photo of himself, suggested meeting with her at a location in Anne Arundel County. According to a preliminary investigation, Borunda arrived at that location, and Maryland State Police, with assistance from affiliate members of the Maryland Internet Crimes Against Children Task Force, arrested the suspect at the scene.

Due to the wide focus of the investigation, it is believed that there could be more victims who have yet to be identified, so parents whose children had or may have had contact with Borunda are asked to call 1-800-637-5437 where they will be able to speak with investigators with the Maryland State Police regarding any such contact.

The Maryland State Police Computer Crimes Unit coordinates the Maryland Internet Crimes Against Children Task Force. This is a combined law enforcement effort involving police departments across Maryland that is made possible in part due to grant funds provided by the Governor’s Office of Crime Prevention, Youth and Victim Services and by a federal grant from the U.S. Department of Justice. Task force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children.
