LEONARDTOWN, MD. – It was a tough day for a driver who while allegedly engaged in the use of drugs while piloting his 2008 Chevy on Rt. 5 south of Leonardtown, when failed to stay on the roadway right about the spot where the legendary Moll Dyer once lived and was said to be involved in witchcraft.
St. Mary’s Sheriff Tim Cameron reports that on Feb. 20, 2019, at about 10:30 in the morning, DFC. Matthew McCuen responded to the 23500 block of Point Lookout Road in Leonardtown, for the reported single vehicle accident. DFC. McCuen arrived on scene and observed the vehicle in a ditch; contact was made with the vehicle operator Joseph Alexander Hall, 23, of 23758 Hurry Road, Chaptico, Md. It was determined by police that Hall was operating the vehicle while impaired by CDS; Hall was arrested and charged with Driving Vehicle While Impaired by a Controlled Dangerous Substance. About a dozen other traffic charges are pending for his trial on April 17, 2019.
- Hall has a pending criminal trial to answer a charge of theft in St. Mary’s District Court on March 5, 2019 following his arrest by St. Mary’s Deputy T. Seyfried. Other trials have been pending for repeated citations of driving while suspended and failing to attend Driver Improvement Classes – which Maryland evidently doesn’t allow to be taken online – after all, a busy guy who can’t show up for DIP classes shouldn’t be bothered with such penny-ante legal stuff. But Hall can explain to the District Court Judge his views on the matter when he bothers to show up in court.
- On Feb. 23, 2017, Hall entered a guilty plea to driving without a permit in a plea deal with St. Mary’s States Attorney Richard Fritz. THE DEAL: A verdict of Probation Before Judgement with a 30-day suspended sentence.
- On August 12, 2015, Hall entered a guilty plea to driving without a permit in a plea deal with States Attorney Fritz. THE DEAL: a fine of $92.50 and a ten-day suspended sentence. On July 27, 2014, an assault charge was put on the Stet Docket following his arrest by St. Mary’s Deputy Mike Phelan.

CHARLOTTE HALL, MD. – Sheriff Cameron reports that on Feb. 23, 2019, at 3:31 am, Cpl. Flerlage observed a vehicle running which was partially in a parking spot in the 30000 block of Three Notch Road in Charlotte Hall, with the operator asleep in the vehicle. The operator was identified as Michael Aaron Gilbert Jr., 19 of, 39810 Golden Beach Road, Mechanicsville, Md. Police say that the deputy’s Investigation determined Gilbert had been operating the vehicle under the influence of alcohol. Gilbert was charged with Driving Vehicle Under the Influence of Alcohol, Driving Vehicle While Under the Influence of Alcohol Per Se, and Driving Vehicle While Impaired by Alcohol; and driving while in violation of a restricted license requirement.
Mystery Heroin arrest not mentioned by Sheriff when Mark Braaten was busted for DUI
GREAT MILLS, MD. – In an unusual press release about a DUI arrest, there was no photo of the suspect and no mention of the drug arrest of the suspect found with heroin in Lexington Park, Md. Photos were provided of most of the other DUI suspects. At a time when Sheriff Cameron serves on an opioid task force, appointed by Gov. Larry Hogan, during a national opioid crisis, it is unusual for a heroin arrest to not be reported, however, the Sheriff really has nothing to do with issuing press releases, thus the omission could be an oversight.
St. Mary’s Sheriff Tim Cameron reports that on Feb. 24, 2019, at 11:57 pm, St. Mary’s Sheriff Cpl. Reppel responded to the St. Mary’s Square Shopping Center in Great Mills, for the reported vehicle operating behind a closed business. Contact was made with the vehicle operator, Mark Philip Braaten, 53, of Scotland, Md. Police say that Braaten was operating the vehicle under the influence of alcohol. According to Maryland real estate records, Braaten lives at a home owned by a contracting officer attached to the Naval Air Systems Command at the Naval Air Station at Pax River, Md. The home is listed as the principal residence of that person.
Braaten was charged by Deputy M. Boyer with possession of heroin and paraphernalia. He was charged by Cpl. Reppel with Driving Vehicle While Impaired by Alcohol, Driving Vehicle While Under the Influence of Alcohol, and Driving Vehicle While Under the Influence of Alcohol Per Se. A trial date for the drug charge has been set for April 19, 2019.
LEONARDTOWN, MD. On Feb. 24, 2019, Cecilia Marshall, 54, of 22182 Erickson Court, Lexington Park, Md., was arrested on an outstanding warrant for FTA: Driving Vehicle While Impaired by Controlled Substance, Possess Contraband at Place of Confinement, and CDS: Possess-Paraphernalia. Marshall was arrested by Deputy Phillip Henry on Aug. 13 2018 for driving while under the influence of drugs and was arrested on Feb. 24, 2019 on an open bench warrant. She posted bond of $3000 and was released once more from the St. Mary’s County Jail. The taxpayers are providing her free attorney, Johanna Edith Cimino, from the public defender’s office in Leonardtown.
Marshall entered a guilty plea to removing labels from prescription drugs on Aug. 4, 2009 and resisting arrest when charged with possession of contraband in the jail. A jail sentence of 180 was ordered on one count but suspended to 2 days in jail, and 90 days on the other.
