Governor Hogan Announces Three Judicial Appointments
Fills Vacancies in Montgomery County, Charles County
ANNAPOLIS, MD—Governor Larry Hogan announced on January 12, 2022, that he has appointed Patrick Jeffrey Mays and Michael Ormond Glynn III to the Montgomery County District Court and Magistrate Monise Alexis Brown to Charles County Circuit Court.
“It is my pleasure to appoint these distinguished individuals to serve in our state’s judicial system,” said Governor Hogan. “I am confident that Mr. Mays, Mr. Glynn, and Magistrate Brown will bring valuable experience and knowledge to the bench and honorably serve the citizens of their respective counties in the years to come.”
Patrick Mays has spent his entire career as a prosecutor with the Montgomery County State’s Attorney’s Office. For the past 17 years, he served as the assistant state’s attorney, also serving as the chief of the gang division for the past five years. He received his B.S. from Tulane University and his J.D. from the College of William and Mary Marshall-Wythe School of Law.
Michael Glynn has spent the majority of his career in the Prince George’s County State’s Attorney’s Office. For the past seven years, he has served as the chief of the charging unit providing representation at initial bail hearings. Prior to that position, he worked in various other roles and divisions, including the chief and assistant chief for the district court division and the assistant chief for the major crimes division. Glynn also worked as an assistant U.S. attorney in Washington D.C., an assistant staff counsel for GEICO, an associate at McCarthy Bacon & Costello, and an assistant public defender. He holds a B.A. from Boston College and a J.D. from the University of Maryland School of Law.

Magistrate Monise Alexis Brown has been a family law magistrate for the past eight years. Prior to her appointment as a magistrate, she served as the executive director of the Maryland Professional Center, Inc., which organizes mandatory courses and programs for state lawyers. She also served as a prosecutor in Charles County, representing the state in paternity establishment and child support cases. Previously, Magistrate Brown worked in private practice for four years, concentrating on family law and the planning and administration of estate and trust matters. She received her B.A. from the University of Maryland, College Park and her J.D. from George Washington University Law School.

Governor Hogan Names Rosalyn Tang to the Court of Special Appeals
Historic Appointment Fills Vacancy in 7th Judicial Circuit, Montgomery County
ANNAPOLIS, MD—Governor Larry Hogan announced on January 5, 2022, the judicial appointment of Rosalyn Tang to the Court of Special Appeals in the 7th District. Tang, who was born to Taiwanese immigrants, is the first Asian American and the youngest woman ever appointed to the court.
“Rosalyn has achieved many accomplishments in her years serving Maryland’s legal system, and I am proud to appoint her to the Court of Special Appeals,” said Governor Hogan. “I am confident that she will continue to serve the citizens of Montgomery County admirably and honorably in the years to come.”
Rosalyn Tang is a principal at Miles & Stockbridge, P.C., with a litigation practice ranging from business and real estate law to tort defense and domestic cases. Before joining Miles & Stockbridge, she was an associate county attorney for Montgomery County. She also served as an assistant state’s attorney for Montgomery County. Following completion of law school, she served as a judicial law clerk to the Honorable S. Michael Pincus and the Honorable Eric M. Johnson of the Circuit Court for Montgomery County.
She received her B.A. from Duke University and her J.D. from Southern Methodist University’s Dedman School of Law.

Fills Circuit Court Vacancies in Caroline, Dorchester, and Howard Counties
ANNAPOLIS, MD—Governor Larry Hogan on January 6, 2022, announced that he has appointed Judge Heather Lynne Price to the Caroline County Circuit Court, William “Bill” Hambler Jones to the Dorchester County Circuit Court, and Magistrate Stephanie Picard Porter to the Howard County Circuit Court.
“It is my pleasure to appoint these distinguished individuals to serve in our state’s judicial system,” said Governor Hogan. “Our state is gaining an immensely talented and principled group of judges who will honorably serve the citizens of their respective counties and Maryland in the years to come.”
Judge Heather Price has been a Caroline County District Court judge since March 2021. Prior to her appointment, she served as the county attorney for Caroline County since 2013. She has worked in several law firms and was the chief legal services officer in the City of Frederick, an assistant county attorney for the Anne Arundel County Office of Law, and an assistant city attorney for the City of Frederick. She received a B.A. from Western Maryland College (now McDaniel College), a Master of Public Administration from the University of Baltimore, and a J.D. from the University of Baltimore School of Law.
Bill Jones has served as the state’s attorney for Dorchester County since 2009, and in other capacities in the office since 2002. Prior to joining the state’s attorney’s office, he had his own general practice focused on a range of transactional and litigation matters, including real estate, criminal law, estate planning, and family law. Before opening his own practice, Jones also worked as a public defender in Wicomico County as an associate at the law office of Robert S. Collison, P.A., and as a police officer on the Eastern Shore.
Jones has also been an adjunct professor for the past 20 years, teaching courses at the University of Baltimore School of Law, Chesapeake College, Johns Hopkins University, and the Maryland State’s Attorneys’ Association. He received his B.S. from Wilmington College and his J.D. from the University of Baltimore School of Law.
Stephanie Picard Porter has been a magistrate in the Circuit Court for Howard County since July 2015, where she presides over cases involving family law and juvenile matters and conducts settlement conferences. Prior to her appointment as a magistrate, Porter worked for 14 years in the Baltimore County State’s Attorney’s office, where she focused on child abuse, sex offense crimes, and the prosecution of gang-related crimes.
She served as a law clerk to the Honorable Kathleen G. Cox, Circuit Court for Baltimore County from 2000 to 2001. She received her B.A. from the University of Vermont and her J.D. from the University of Baltimore.
