United States District Judge Roger W. Titus sentenced Charleston Garnagee Harris a/k/a “Giovanni,” a/k/a “Leon Baye,” 38, of 814 Lake Shore Drive, Bowie, Md., to 14 years in prison followed by a lifetime of supervised release for conspiracy to engage in sex trafficking of a minor.

In addition, as part of the terms of his plea agreement, Harris has agreed to a judicial order of removal to Liberia at the time of his release.
The sentence was announced by Acting United States Attorney for the District of Maryland Stephen M. Schenning.
Harris, with the assistance of co-conspirator, Phoebe Omwega, a/k/a “Star,” and “Sparkles,” and others, managed as many as eighteen prostitutes at a time and directed prostitution activities in Maryland, Virginia, Georgia, and Florida….and Maryland gave him a free public defender in several criminal cases...just WOW!
According to court documents, beginning in or about April 2012, and continuing through in or about June 2015, in the District of Maryland and elsewhere, Harris managed and directed a large-scale prostitution business. Harris, with the assistance of co-conspirator, Phoebe Omwega, a/k/a “Star,” and “Sparkles,” and others, managed as many as eighteen prostitutes at a time and directed prostitution activities in Maryland, Virginia, Georgia, and Florida.
In 2012, Harris recruited a 17-year-old female to engage in prostitution under his direction. Between at least October and December 2012, the underage hooker engaged in commercial sex acts in Maryland, Florida, and elsewhere. As part of their prostitution business, Harris, Omwega, and others utilized the social networking website “backpage.com” to advertise prostitution services for each of the women Harris employed. Harris also used several email accounts to communicate and direct the women who worked for him.
At the direction of Harris, women working for Harris, including the underage victim, typically charged between $100 and $200 for sexual services. Harris collected the prostitution proceeds, managed day-to-day activities by informing the women of when and where to meet “clients,” instructed the women which city to travel to in order to engage in prostitution, and made hotel arrangements for the women. Harris did not allow the women to retain any of the proceeds. The women were allowed to purchase food, clothing, and make other similar expenditures using their proceeds, and occasionally were required to track their spending and report it to Omwega.
Harris often recruited women to work for his organization by falsely stating that he and Omwega managed a modeling business in Atlanta, Georgia. Harris would confiscate the women’s clothes, cell phones, devices, keys to their vehicles, and identification documents, and would arrange for the women who worked for him to obtain false identification documents.
Harris indoctrinated new recruits into the organization by advising them of his rules. Principal among the rules was that the women were not allowed to speak with family members or law enforcement, often referred to as being “out of pocket.” Harris also required the women to make a minimum of $1,000 per day and forced the women to continue to work if they failed to meet this quota. Harris enforced violations of the rules by threatening physical violence and, on occasion, physically assaulting the women who worked for him.
NO HONOR AMONG THIEVES AND PARTNERS IN THE PIMP BIZ
Phoebe Bochere Omwega filed in Prince Georges County Circuit Court on June 28, 2017, to establish that Charleston Garnagee Harris was her baby’s daddy and to establish paternity and to set up child support.
Omwega’s lawsuit also called for arranging medical coverage and sought confidential financial information and benefits history, in this hysterical legal document aimed at her business partner in the operation of a whore house and prostitution business.
Naturally, the action was brought by the Banana Republic of the Prince George’s County Office of Child Support Administration and the District of Columbia Child Support Services.
Prince Georges County Circuit Court Judge Serrette ordered on Sept. 28, 2017, that the case is declared closed for statistical purposes only.
Evidently, Harris has been quite the Rooster as another woman wanted to nail him for child support. Alisha R. Williams of Atlantic City, New Jersey filed on May 22, 2015, in Prince Georges Circuit Court for paternity
The same judge closed the paternity suit filed by Williams in the same manner on April 11, 2016.
The abuse of the taxpayers of Maryland with the Maryland Public Defender system is extraordinary. Taxpayers will be glad to know they paid for the legal defense of Super Fly Harris on Feb. 16, 2012, when he was charged with four counts of assault, theft, and false imprisonment in District Court for Baltimore County. Harris was found not guilty on all charges on March 29, 2011, revealing that the Baltimore County States Attorney must have had a wooden Indian assigned to the case.
Montgomery County Child Support Enforcement took up the banner of tracking down deadbeat Daddy Super Fly Harris on behalf of Shiri Shingong Njombua with a complaint for paternity and support in Montgomery County Circuit Court on Jan. 31, 2011.
TOUGH TALKING PROSECUTOR MCCARTHY GAVE PIMP AN EASY PLEA DEAL TO ROBBERY RAP
Montgomery County States Attorney John McCarthy’s prosecution of Harris for thirty counts of robbery, theft, assault with a deadly weapon, and burglary issued in an Indictment by the Grand Jury April 2, 2009, resulted in an easy plea deal.
ANOTHER FREE PUBLIC DEFENDER
Again, Super Fly Harris made fools out of the taxpayers of Maryland who supplied the pimp with a free public defender, Samantha Sandler, of the Rockville office of the Maryland Public Defender Office. Harris also played the “don’t speak English” routine and the taxpayers had to provide and fund a French-speaking interpreter.
On Nov. 16, 2009, McCarthy played ‘let’s make a deal’ with the public defender and Harris entered a guilty plea to second-degree assault, saving McCarthy of presenting all of the evidence that he paraded before the Grand Jury to get the indictment. Nobody on the prosecutor’s staff had to burn the midnight oil to prepare for court, interview witnesses or otherwise earn their salaries. THE DEAL: Harris was sentenced to 8 years in prison with 7 years, 2 months and 20 days suspended and unsupervised probation for 18 months. He was given credit for time served in two stretches of time prior to trial. All other charges were dropped by McCarthy.
Phoebe Omwega, Harris’s prostitution partner in crime, was on good relations with Super Fly at the time as she had posted his bond and court records show that the Court ordered the bond of $1,000.00 returned to her on Dec. 1, 2019.
